🚨ATTENTION FRANKLIN COUNTY RESIDENTS🚨

Franklin County Solid Waste Used Motor Oil Disposal Event on September12, 2026! Used motor oil can be re-refined and used again! Franklin County residents, bring your used motor oil to the Basin Disposal Transfer Station at 1721 Dietrich Road in Pasco from 11:00AM-3:00PM for free disposal. Each household will be limited to 10gallons of used oil for free disposal. Keep it in a sealed leak-proof container with a tight cap. Label it “Used Motor Oil.” Don’t dump it! Recycle used motor oil. 🚒 Exciting News for Franklin County Fire District 3! 🚁

We are excited to announce that Franklin County Fire District 3 has been awarded a grant from Marathon Pipe Line!

This funding will help us continue expanding our Unmanned Aircraft System (UAS) Program by purchasing monitoring screens for use in our Incident Command Post. These screens will allow incident commanders to view real-time information and aerial imagery from our UAS, helping improve situational awareness and support informed decision-making during emergency incidents.

Investments like this help us strengthen our capabilities and better serve our community.

🚨Costs to Provide Services Continue to Rise🚨📈

Growth in the fire district has increased, as have the basic costs of providing service. In five years, fire apparatus and ambulance maintenance costs have increased. In some categories increases have exceeded 10% per year. Vehicle maintenance and repair costs have consistently outpaced the overall increases in the Consumer Price Index. Medical supplies for basic and advanced life support have increased 60% each year. Other costs that have risen 6%-8% annually include personal protective equipment and materials used for firefighter and EMT training.

For each ballot measure that will appear in the voters’ pamphlet, RCW 29A.32.280 requires the legislative body to formally appoint two committees no later than the resolution filing deadline.

🚨Rapid Population Growth Leaves Emergency Funding Gap! 🚨

Levy rates fall as property values rise, including increases in existing property values and with new construction. Washington law limits the amount the fire district can increase its tax levy rate to 1% over the amount of taxes in the previous year, plus taxes on new construction at the current rate. This is called "levy erosion." That is why a fire district occasionally asks voters to consider a lid lift to restore levy rates to the amounts originally approved.
New homes and businesses increase property values, which drives the levy rate down further. This means Franklin County Fire District #3 must cover new development with less revenue than it costs to provide service.
New housing developments have been added to the fire district. This means the fire district must protect more homes and residents while having a tax levy rate less than the 2018 approved levy amount to provide the same service to more homes and businesses.

How Your Fire District Emergency Services are Funded -
Our daily operations are funded through voter-approved property tax levies. In 2018, the voters approved a tax levy rate of $1.27 per $1,000 of assessed property value. However, the tax levy rate for the fire district is currently $0.86 per $1,000 of assessed property value. 🚒 OLD TRAILS FIRE UPDATE 🚒

Our crews continue to work tirelessly in Spokane assisting with the Old Trails Fire.

Since arriving, our firefighters have been working alongside other agencies to protect homes and property, assist residents with whatever needs or support they may have, and help communities impacted by the fire.

As conditions change, our crews are now assisting with mop-up operations and monitoring for any new flare-ups in Division Echo. While the intensity of the fire may change, the work continues around the clock to make sure hot spots are addressed and the area remains as safe as possible.

We are incredibly proud of the dedication and professionalism our firefighters are showing while away from home and serving communities in need.

Please keep the residents affected by the Old Trails Fire, as well as all of the firefighters and emergency personnel working on the incident, in your thoughts.

As wildfire activity continues across Washington, Franklin County Fire District 3 will be sending one of our engines this evening to assist on the Old Trails Fire near Spokane.

Our crew will be part of the Southeast/Southwest Strike Team, consisting of five engines, one water tender, and a Strike Team Leader. This coordinated response helps provide additional resources where they are needed most while ensuring our district continues to maintain emergency coverage at home.

Please join us in wishing our firefighters and all personnel assigned to the incident a safe deployment. Thank you to our neighboring agencies and community for your continued support as we work together to protect lives, property, and natural resources across Washington.
