Off Probation!

We are proud to announce that Ofc. Kaiden Rivera is officially off probationary status. How quickly a year has flown by!

As is custom for the PD, at the end of probation, Officers are presented with their new badges engraved with their ID numbers. Ofc. Rivera’s hard work and sacrifice over the last year has made him essential to our Blue Family.

Congratulations! Great job and keep making us proud!

2026 Pasco Citizen’s Academy Graduation

This week, dozens of Pasco residents (and neighbors from the surrounding area) completed and graduated from the 2026 Pasco Police Citizen’s Academy at the Pasco Police Department.

The academy is a great opportunity for our residents to get hands-on instruction and understanding from our experts within the department. Academy students learned about Use of Force, SWAT, traffic stops, K-9 deployments, Taser (Some CHOSE to be tased), Fi****ms, drones, detective investigations, etc…

For one night a week, for ten weeks, these incredible students soaked up all the information they could handle. They also took part in mock scenarios that our officers see everyday.

We deeply appreciated their willingness to listen and learn from us over these last couple months. If you are interested in being part of a citizen’s academy in the future, stay tuned for future dates.

District One business owners and managers, we’d love to have you join us for our next District One Business Watch meeting on July 7 at 1:00 PM at the Franklin County Historical Society & Museum.

In addition to discussing current crime trends and hearing your concerns, we’ll be sharing information about the Pasco Police Department’s use of Automated License Plate Readers (ALPR), including how the technology is used, the safeguards in place, and how it supports public safety efforts.

District One includes everything east of Highway 395, including the Tri-Cities Airport area.

We hope to see you there. Bring your questions, ideas, and perspective as we continue working together to keep our business community safe.

WELCOME OUR NEW PASCO OFFICERS!

The Pasco Police Department is excited to share with you the four new officers sworn into service this week.

These four men graduated from the Pasco Regional Police Academy after a 19 week training program.

Officer Bryson Bennett is a lifelong Tri-Cities resident and graduate of Hanford High School. He earned an associates degree from Columbia Basin College and later attended WSU Tri-Cities. Bryson has a fiancé, young son and a German shepherd. He enjoys weightlifting, jiu-jitsu and spending time with family.

Officer Lance Stover is a Pasco native and graduate of Chiawana High. He earned degrees in Accounting and Business Administration from Corban University where he competed as a collegiate wrestler. Lance enjoys jiu-jitsu, coaching, fishing and spending time with family.

Officer Caleb Shanks was raised in Touchet and graduated from Touchet High School. He earned an associates degree in Electrical Technology from Walla Walla Community College. Caleb is married and has three children. He enjoys hunting, fishing, carpentry and restoring trailers and boats.

Officer Thomas Windisch was born in Seoul, South Korea and raised in the Tri-Cities. He graduated from Tri-Cities Prep and earned dual degrees in Exercise Science and Health and Food Nutrition from the University of Idaho. He is the owner of CrossFit Necropolis in Kennewick. He’s passionate about fitness, cooking and serving the community.

These new officers will be in training for the next several months in our Field Training Officer program.

Please welcome them to the Pasco Police Family.

Not Every Motorized Bike Is an E-Bike

About a month ago, this flyer was shared with our local schools as a colorful way to help students, parents, and riders understand the difference between e-bikes, scooters, mini bikes, pocket bikes, and e-motos.

Here is the important reminder:

Mini bikes, pocket bikes, e-motos, and similar motorized vehicles usually do not qualify as bicycles, e-bikes, or scooters.

To qualify as an e-bike, the device must generally have working pedals, a seat or saddle, an electric motor of 750 watts or less, and meet one of Washington’s three e-bike classifications.

If the device does not meet those requirements, it may be treated as a motorcycle, motor-driven cycle, moped, off-road vehicle, or another type of motor vehicle.

That can mean different rules for:

Driver’s license or endorsement requirements.

Registration.

Required safety equipment.

Where the vehicle can legally be ridden.

A simple rule: if the rider is not properly licensed, or the device is not street legal, it should not be operated on public roads.

Applicable laws include RCW 46.04.169, RCW 46.04.330, RCW 46.04.332, RCW 46.04.304, RCW 46.16A.030, RCW 46.20.130, RCW 46.20.500, Pasco Municipal Code 10.55.020, and Pasco Municipal Code 9.100.150. Pasco’s public guidance also states that mini bikes, pocket bikes, and e-motos are usually not considered bicycles or e-bikes and cannot be used on sidewalks, shared-use paths, parks, trails, or public streets unless all legal requirements are met.
