At the October 20 City Council meeting, County emergency officials and Paso Robles Fire & Emergency Services shared an update on storm preparation.

City efforts include:
🍂Clearing 16.88 tons of material from 69 storm drain inlets.
🪓Removing downed trees in the river to help keep water flowing.
🐐Using goats to graze 83.36 acres in the Salinas Riverbed and 7.96 acres in Fern Canyon.
🪏Creating two easy-to-access self-serve sand stations at parks.

The City is also participating in a countywide effort to coordinate storm mitigation, preparedness, response and recovery.

We're getting -- did you know that all public employees in California are Disaster Service Workers? This means that while first responders are handling an emergency, staff from all departments can be called on to provide vital support during and after a disaster.

We take this responsibility seriously, and all staff are trained in FEMA Incident Command System structure to efficiently provide resources, response and recovery during an emergency. With the predicted storms, the Paso Robles Fire and Emergency Services team led an Emergency Operations Center Training exercise for managers across the organization, making sure every City employee knows their role in an emergency situation.

What happens after you call 9-1-1 matters.

📞 Emergency Medical Dispatch (EMD) helps determine how serious a medical emergency is and matches the response to the patient’s needs. It helps get the right resources to serious emergencies while keeping ambulances and first responders available for other 9-1-1 calls.

A 2025 independent assessment found that 80.5% of medical calls were being treated as emergency responses, yet only 9.6% of those patients were ultimately transported with lights and sirens. The assessment concluded this creates unnecessary risk and recommended implementing a modern EMD system.

💰 Today, local cities pay for County dispatch services, while the ambulance provider does not directly contribute to those dispatch costs.

🚶‍♀️ New pedestrian safety improvement coming to Creston Road: The City is installing a new Rectangular Rapid Flashing Beacon (RRFB) at Myrtlewood Drive — a safety improvement many community members have asked for.

Construction will include:
- New curb ramps
- Center island on Creston
- Installation of the flashing beacon system
- New striping and pavement markings

Work is expected to be complete in November (weather permitting), with construction Monday through Friday, 7 a.m. to 4 p.m. The sidewalks approaching the intersection will be closed for construction, and the center turn lanes on Creston Road will be closed.

RRFBs are a proven pedestrian-safety tool. According to the Federal Highway Administration, they can reduce pedestrian crashes by up to 47% and increase driver yielding rates to as high as 98%.

Tomorrow, join the City of Paso Robles in The Great California ShakeOut! At 10:15 a.m. Thursday, October 15, take a minute at home or work to practice Drop, Cover, and Hold On.

Paso Robles Fire and Emergency Services CERT volunteers will be at the corner of 12th and Park in City Park to lead a public drill and share earthquake preparedness information.

City staff will be participating in offices across town. If you’re visiting the library or senior center, staff and visitors will be invited to participate there, too.
