The bill would criminalize approaching a police officer after being warned not to if the offender does so with the intent to disrupt the officer’s duties. People would also break the law if they approached to harass or provoke a physical response from the officer.

The offense would apply to people approaching or remaining within 30 feet of an officer after receiving a warning.

The proposal follows this year's anti-riot bill.

“When they protest for regime change, which aligns with the governor’s political viewpoint ... you see no enforcement from law enforcement,” said Michael Sampson, who co-founded the Jacksonville Community Action Committee, one of many groups that sprung up under the banner of the Black Lives Matter movement.

“I think it’s just downright hypocrisy we’re seeing from the governor, and even law enforcement in how they’re applying this law. It goes to show how our fears that we had earlier … that it will be used against Black people fighting for equal rights," he added.

Members of PCAC participated in protests and the occupation of Chappie James Memorial Bridge that led to the creation of the Civilian Police Advisory Committee. It was never stated that this would be a temporary committee and there are citizens who support the committee as they advocate on our behalf in helping to institute changes within the Pensacola Police Dept. following the death of Tymar Crawford. Mayor Grover C. Robinson, IV is only doing the due diligence of those constituents who considered him "weak" and "having his power stripped by terrorists" by disbanding this committee. As we attempt to get legislation passed that will Repeal the Law Enforcement Officers Bill of Rights (LEOBoR) so that this committee can have the true power it deserves and was demanded, we seek to have the Pensacola City Council allow CPAC to work under their jurisdiction. It is what the community wants and needs.

"HB1 encourages vigilante justice without empowering law enforcement. We have just witnessed in our nation’s Capitol what happens when people are encouraged to take the law into their own hands. Participants in the events of Jan. 6 planted pipe bombs. They chased an officer through the Capitol building and beat another officer to death. Many more were injured. This was not a protest, and it was not peaceful. It was most certainly not an excuse to pass legislation that takes away our rights to assemble peacefully."

In a guest column, a law-enforcement officer writes that House Bill 1/Senate Bill 484 ignores the concerns of public-safety organizations and would make the jobs of law enforcement harder by making already dangerous situations even more dangerous.
