TAYLOR COUNTY IS ACCEPTING APPLICATIONS TO PROVIDE HOUSING REHABILITATION OR DEMOLITION AND CONSTRUCTION OF A NEW HOME THROUGH THE SHIP HHRP PROGRAM. IF YOUR HOME WAS DAMAGED FROM HURRICANE IDALIA AND YOU ARE LOW TO MODERATE INCOME, YOU MAY BE ELIGIBLE TO APPLY FOR ASSISTANCE. ALL AREAS OF THE COUNTY ARE ELIGIBLE. MOBILE HOMES IN 51% OR MORE DISREPAIR ARE ELIGIBLE TO BE DEMOLISHED AND REPLACED WITH A SITE BUILT HOME.

Staff from Anser Advisory will be available to assist citizens with filling out applications for the HHRP program or answering any questions on the following dates:

NOTICE OF FUNDING AVAILABILITY
TAYLOR COUNTY ANNOUNCES THE ANTICIPATED AVAILABILITY OF
STATE HOUSING INITIATIVES PARTNERSHIP (SHIP) FUNDS
The Taylor County Housing Department announces a possible award of $315,000 in State Fiscal Year 2023-2024 funding available through the State Housing Initiatives Partnership (SHIP) program to be used for the following Local Housing
Assistance Plan strategies:
Homebuyer Purchase Assistance:
The purpose of this strategy is to provide down payment, closing cost, and principal reduction to qualified first-time homebuyers. The maximum amount of SHIP funds that may be awarded per unit is $10,000 for very-low income, $10,000 for low-income, and $7,000 for moderate income households. Homebuyers may not have claimed homestead exemption in the last three years (this excludes mobile homes). Mobile homes and rental properties are not eligible for homebuyer purchase assistance.
Rehabilitation Program:
The purpose of this strategy is to bring existing home back into compliance with minimum HUD Housing Quality Standard by repairs of improvements needed for safe and sanitary living conditions. Rehabilitation will include items necessary to correct code violations and/or substantially rehabilitate the home. The maximum amount of SHIP funds that may be awarded per unit is $35,000. The homeowner must claim homestead exemption and the home must be occupied to be considered for rehabilitation. Mobile homes and rental properties are not eligible for owner-occupied rehabilitation assistance. APPLICANTS ARE LIMITED TO ASSISTANCE ONE TIME. IF YOU HAVE RECEIVED SHIP ASSISTANCE IN THE PAST, YOU ARE NOT ELIGIBLE TO APPLY.
Demolition/Reconstruction Program:
The purpose of this strategy is to provide total replacement of existing homes that are more than 51% structurally unsound as determined by a certified Housing Rehabilitation Specialist or Building Inspector. Deteriorated structures are demolished and replaced with a new site-built home. The homeowner must claim homestead exemption and the home must be occupied to qualify. Mobile homes and rental properties are not eligible for demolition/reconstruction assistance. APPLICANTS ARE LIMITED TO ASSISTANCE ONE TIME. IF YOU HAVE RECEIVED SHIP ASSISTANCE IN THE PAST, YOU ARE NOT ELIGIBLE TO APPLY.
All interested persons will need to initially apply or re-apply. SHIP Applications will be available beginning Monday, November 13, 2023 through Friday, December 15, 2023 between the hours of 9:00 AM and 4:00 PM, EST, Monday thru Friday by contacting:

All applications will be considered on a first come, first qualified basis using the Local Housing Assistance Plan (LHAP) priorities regarding funding strategy goals and limitations. Funding priority for all categories will be persons with special needs as defined by 420.0004 Florida Statutes. Awards for all strategies is subject to availability of funds. HOW DO I APPLY FOR D-SNAP?
Pre-registration is ONLY available for residents who live or work in CITRUS, COLUMBIA, DIXIE, GILCHRIST, HAMILTON, JEFFERSON, LAFAYETTE, LEVY, MADISON, SUWANNEE, and TAYLOR counties.

Verification is required for certain elements of the application.
Eligibility can be determined more quickly and easily if a state driver’s license or identification number and a Social Security number is provided.
Pre-registration will ONLY be open for counties listed above.
Residents who are unable to pre-register online can visit one of the D-SNAP event locations in-person when they are open.
After an applicant completes the pre-registration process above, the applicant must complete an interview by calling the D-SNAP Call Center or attending an on-site event at a later date.
Applicants may only call during designated dates and operating hours for their county.
Phone interview times are designated based on the first letter of the applicant’s last name. (See below for details.)

History of Jerkins

The roots of African-American education in Taylor County began with this church, which remains the oldest congregation in the county. Fires in 1919 and 1923 destroyed two later black schools in Perry; the 1923 fire was a spillover of the racially-motivated destruction of the black Rosewood community in nearby Levy County. The original Jerkins High School was built in 1931 with funding from the Julius Rosenwald Fund Foundation, which helped to build thousands of rural black schools, mostly in the South. Originally named the Perry Negro High School, the school was re-named for principal Henry R. Jerkins, Jr. in 1946, and was the county's first school named for an African-American. A visionary, Jerkins expanded the school's offerings during his tenure as principal (1930-1937) to include all twelve grades, a rarity for black schools in Florida at the time. The 1931 building burned down in 1943, and the present facility was constructed in 1951. Jerkins High School closed in 1970, following integration, and in 1995 the school board donated it to the Taylor County Leadership Council
