WHO GETS THE FINAL SAY — POLITICIANS OR THE PEOPLE?

Missourians collected more than 300,000 signatures to put the legislature’s new congressional map to a public vote.

Secretary of State Denny Hoskins blocked the referendum, arguing that congressional redistricting isn’t subject to Missouri’s referendum process. Cole County Circuit Judge Daniel Green agreed.

Now the Missouri Supreme Court will decide whether voters can use the referendum on congressional maps.

This question has history.

In 1922, Missouri voters used the referendum to reject a congressional redistricting plan.

And in 1962, the Missouri Supreme Court—writing through Judge Laurance M. Hyde in a unanimous opinion—said the people have a remedy, through initiative and referendum, for redistricting plans they do not like.

When Missourians follow the rules, collect the signatures and demand a vote—do they get that vote?
