During National Police Week, we pause to honor the courage and sacrifice of Sergeant Glen Russell Hosier.

END OF WATCH: Monday, April 26, 1971

Sergeant Hosier was shot and killed while searching for a murder suspect near Peru in Miami County. As officers from the Peru Police Department, Miami County Sheriff’s Department, and Indiana State Police searched a residence, Sergeant Hosier was ambushed and shot at close range while clearing the home. He gave his life in service to protecting others and pursuing justice.

A veteran of the Indiana State Police for nearly 16 years, Sergeant Hosier was assigned to the Peru Post. Prior to his service with ISP, he served seven years with the Logansport Police Department and was also a proud United States Navy veteran who served as a military policeman during World War II.

More than five decades later, his sacrifice is not forgotten. We remember Sergeant Hosier for his dedication, bravery, and commitment to the people of Indiana.

Please join us in honoring Sergeant Glen Russell Hosier and all fallen heroes who made the ultimate sacrifice. Their service and legacy will never be forgotten.

During National Police Week, we remember and honor Daniel Barrett, who gave his life in the line of duty.

A native of Logansport, Indiana, Trooper Barrett was appointed to the Indiana State Police on July 8, 2007, and served with the Peru District. Though early in his career, he had already demonstrated a strong commitment to protecting his community.

On January 27, 2008, while attempting to stop a speeding motorist on US 31, Trooper Barrett’s patrol car left the roadway and struck a tree. He made the ultimate sacrifice while working to keep others safe.

Trooper Barrett’s dedication and courage, even in such a short time of service, reflect the character of those who wear the badge. His service and sacrifice will always be remembered.

Never forgotten.

During National Police Week, we honor and remember David E. Rich, who made the ultimate sacrifice in service to others.

A native of Wabash, Indiana, Master Trooper Detective Rich was appointed to the Indiana State Police on November 19, 1989, serving the Peru District with dedication, professionalism, and compassion.

On July 5, 2007, while assisting a stranded motorist on US 24 just west of Wabash, he was met with an unthinkable act of violence. In the course of simply helping someone in need, a duty he carried out countless times — Master Trooper Detective Rich was fatally shot.

His actions that day reflect the true spirit of law enforcement: selfless service, courage, and a commitment to others, even in the face of unknown danger.

Today, we remember Master Trooper Detective Rich for his service, his sacrifice, and the legacy he leaves behind.

During National Police Week, we pause to remember and honor Robert J. Lather II, a dedicated Indiana State Trooper who gave his life in the service to others.

Appointed on December 15, 1974, Trooper Lather served the Peru District with commitment and courage. A proud native of Greentown, Indiana, he answered the call each day, knowing the risks that came with protecting his community.

On July 6, 1982, while on routine patrol, Trooper Lather responded to assist a Howard County Sheriff’s Deputy in pursuit of a vehicle traveling at extreme speeds. In an effort to stop the danger and protect others on the road, he placed himself in harms way. Tragically, his patrol car was struck by the fleeing vehicle, and he made the ultimate sacrifice.

Trooper Lathers actions reflect the very essence of duty, bravery, and selflessness. His legacy lives on through the lives he protected and the example he set.

We will never forget.

"Click It or Ticket" Campaign
Reminds Hoosiers to Buckle Up

Indiana State Police, Local Law Enforcement to Increase Seat Belt Enforcement

INDIANAPOLIS – The Indiana Criminal Justice Institute (ICJI) is partnering with Indiana State Police (ISP) and local law enforcement agencies across the state to urge Hoosiers to buckle up as part of the national “Click It or Ticket” campaign, a high-visibility enforcement effort focused on increasing seat belt use.

Beginning May 11 through May 31, 2026, officers will work overtime to ensure drivers and passengers are using their seat belts and children are properly secured. The overtime patrols are funded by the National Highway Traffic Safety Administration (NHTSA) through ICJI’s Comprehensive Highway Injury Reduction Program (CHIRP).

“Buckling up is one of the simplest and most effective ways to protect yourself and your loved ones on the road,” said Douglas Huntsinger, executive director of the Indiana Criminal Justice Institute. “Seat belts save lives every day, and every trip should begin with making sure everyone is secured before hitting the road.”

Since 2021, Indiana has seen a steady decline in fatalities among passenger vehicle occupants who are not wearing seat belts. Seat belt usage among Hoosiers has also increased, reaching 94.1% in 2025 according to the Annual Seat Belt Usage Survey conducted by Purdue University Center for Road Safety in partnership with ICJI. This rate is above the national average of 91.2% usage in 2024.
“The Indiana State Police will continue in its efforts to reduce the number of crashes, injuries, and fatalities on Hoosier highways. In doing so, seat belt enforcement is a primary tool towards that goal,” said Indiana State Police Superintendent Anthony Scott. “It is well known that by wearing a seat belt, a driver and passengers in a motor vehicle stand a 50% greater chance of surviving a crash than not wearing one. The Indiana State Police have a zero-tolerance policy when it comes to seat belt violations and as such if a motorist or passenger in a vehicle is found to be violating this law, a citation will be issued.”

Indiana law requires drivers and all passengers to buckle up. Children under age eight must be properly restrained in a federally approved child car seat or booster seat. Drivers can be cited for lack of seat belt use, but also for each unbuckled passenger under the age of 16.

Parents and caregivers are encouraged to make sure children are in the right car seat and that it is used correctly and properly installed. Resources can be found at www.nhtsa.gov/TheRightSeat. To schedule an appointment with a certified car seat safety technician at one of Indiana’s 100 fitting stations, visit on.in.gov/SafeKids.
CHIRP is supported by the National Highway Traffic Safety Administration and administered by the Indiana Criminal Justice Institute.
