First Responders

Multi-Agency Training Exercise Prepares Students and Staff for Life-Safety Situations

— All Groups Evacuated Building in Under 25 Seconds

PHILIPPI, W.Va. — On April 29, 2026, Philip Barbour High School, in partnership with
Barbour County emergency services and law enforcement agencies, successfully
conducted a coordinated active threat evacuation drill. The exercise was designed to
prepare students for rapidly and safely exiting the building in the event of an active
threat entering a large gathering area.
The simulation was staged during a lunch period in the school& #39;s commons area. Prior to
the drill, students were briefed on the scenario, informed of designated exit locations,
and directed to designated outdoor rally points where staff and first responders would
await them. A law enforcement officer entered the commons area and signaled the start
of the evacuation by whistle — no weapons or simulated weapons of any kind were
used. School staff, partnered with law enforcement officers and emergency responders,
were stationed at each exit to guide students safely out of the building.
The results of the drill were outstanding. Every participating group evacuated the
building in less than 25 seconds. Following the evacuation, students were gathered
outside for an immediate debrief. Upon returning to the commons area, participants
were reminded that the skills practiced today extend beyond the school setting — active
threat awareness and response apply to any crowded venue, including malls, retail
stores, houses of worship, and office buildings. The goal is for students to carry this
knowledge with them throughout their lives and be better prepared for situations we all
hope will never occur.

Schools and its first responder partners to ensure that students and staff are equipped
with the knowledge and skills necessary to respond effectively to emergencies. Through
ongoing drills, exercises, and collaborative trainings, these agencies continue to
strengthen the safety and security infrastructure of our schools and our broader
community.

Dear Parents, Guardians, and Community Members,
Philip Barbour High School, in coordination with local emergency partners, will be conducting a planned safety drill on April 29, 2026. This exercise is an Active Threat Rapid Evacuation Drill designed to prepare students and staff to respond quickly and safely during a potential emergency situation.
The purpose of this drill is to instruct students on how to safely evacuate a large common area when faced with an active threat. Students will practice leaving the building under staff direction and moving to designated safe areas. The exercise will take place during simulated lunch periods and will be closely supervised at all times.
Please be advised:
• This is only a drill.
• There will be no weapons involved.
• Students will be coached throughout the exercise by school staff, Office of Emergency Management personnel, and first responders.
• Emergency vehicles and personnel may be visible on or near campus as part of the exercise.
At designated safe areas, students will receive additional instruction on real-world safety expectations, including continuing to move until reaching a secure location and contacting a trusted person to share their status and location.
This drill also allows school staff, emergency dispatchers, and first responders to evaluate communication and coordination in a controlled environment. Our goal is to strengthen preparedness while maintaining a safe and supportive learning environment.
We understand that safety drills can raise questions or concerns. Please know that student well-being remains our highest priority, and careful planning has gone into every aspect of this exercise.

Yesterday, April 20th, 49 Philip Barbour High School civics students traded the classroom for the courtroom! Accompanied by teacher Madison Moats and PRO Jeff Walters, our students headed to the Barbour County Courthouse for an immersive mock trial experience organized by the Honorable Judge Thomas Hoxie.
The students took on the vital role of jurors as they watched a case unfold:
The Prosecution: Presented by Prosecuting Attorney Andrew Phillips.
The Defense: Attorney Brian Matko of Mullens & Mullens, PLLC defended Jacob McQuire (also of Mullens & Mullens), who played the role of the defendant.
The Law: Deputy Dustin Cale of the Barbour County Sheriff’s Department testified as the arresting officer.
Special Guest Star: With the circuit clerk unavailable, our very own PRO Jeff Walters stepped up to fill the role!
Divided into four juries, the students deliberated and delivered their verdicts after watching the entire trial. Between sessions, Judge Hoxie taught the group about the inner workings of our judicial system and provided a full tour of the historic courthouse.
A huge thank you to Judge Hoxie and all the local professionals who volunteered their time to give our Colts this incredible hands-on learning opportunity!

The Barbour County Sheriff's Tax Office is currently accepting applications for a full -time tax deputy. A successful applicant should possess a valid West Virginia driver's license and/or have reliable transportation to and from the workplace, be able to work in a drug free environment, have experience working with the public, as well as handling stressful situations. The applicant must also possess good organizational and communication skills as well as be proficient with all Microsoft Office programs. Past bookkeeping and cash handling experience is preferred. Applications can be found online at barbourcountywv.org under the employment tab or can be picked up in person at the Tax Office. Please no phone calls.
