Federal rental assistance is being distributed in communities to help landlords and renters who are struggling to keep up with rent and other bills.

An analysis by the Urban Institute calls for planning for a projected surge in the number of U.S. senior renter households by creating more affordable senior housing. The analysis projects that there will be a 16.1 million net increase in households formed between 2020 and 2040, and 13.8 million of these households will be headed by someone older than 65. The analysis also estimates that the senior home ownership rate will drop from 78 to 73 percent during the same period. Additionally, the analysis projects that a number of states across the country will witness surges in the shares of senior renters of color, who are more likely to have lower income and wealth than their white counterparts due to systemic barriers. Urban’s analysis provides policy recommendations for accommodating the projected surge of senior renters in the U.S. housing market, including expanding HUD’s Section 202 program to help expand the supply of affordable housing with supportive services for seniors.

Senior renters will need more affordable, senior-friendly housing in the next two decades.

FINAL RULE:
Fair Housing Act Design and Construction Requirements; Adoption of Additional Safe Harbors

SUMMARY: This rule amends HUD’s Fair Housing Act design and construction regulations by incorporating by reference the 2009 edition of International Code Council (ICC) Accessible and Usable Building and Facilities (ICC A117.1–2009) standard, as a safe harbor. The Accessible and Usable Buildings and Facilities standard is a technical standard for the design of facilities that are accessible to persons with disabilities. HUD has determined that compliance with ICC A117.1–2009 satisfies the design and construction requirements of the Fair Housing Act and its amendments. This rule also designates the 2009, 2012, 2015 and 2018 editions of the International Building Code (IBC) as safe harbors under the Fair Housing Act. The IBC is a model building code and not law, but it has been adopted as law by various states and localities. The IBC provides minimum standards for public safety, health, and welfare as they are affected by building construction.

EFFECTIVE DATE: March 8, 2021.
