In 1975, seven forward-thinking Phoenix Police Officers decided that they wanted to make changes in the Phoenix Police Department and in doing so, put their careers on the line to make those changes. Those seven officers decided they needed a new organization that would be totally focused on making those changes and that organization would replace the Fraternal Order of Police in representing the

street cop. The organization, incorporated later that year, was known as the Phoenix Law Enforcement Association, PLEA, and after an election, became the certified bargaining unit for Phoenix Police Officers and Detectives. The first Board of Directors was elected in January, 1976 and eventually after sergeants broke away to form their own bargaining unit, PLEA remained the certified bargaining unit for rank and file Phoenix Police Officers and Detectives.

PLEA Statement Regarding the Arrest of Former Phoenix Police Officers

Phoenix, AZ— Phoenix Law Enforcement Association (PLEA) President Darrell Kriplean issued the following statement regarding the arrest and firing of two Phoenix police officers involved in a violent traffic stop this earlier this month:

"The Phoenix Law Enforcement Association is deeply troubled by the conduct alleged against two former Phoenix police officers who have been terminated from the Department and are now facing felony charges.

"The conduct described in these charges is serious and inconsistent with the standards expected of those entrusted to serve as Phoenix police officers. If proven, these actions represent a significant breach of the public trust and do not reflect the professionalism and integrity demonstrated every day by the men and women of the Phoenix Police Department.

"PLEA takes seriously its responsibility to defend the rights and due process of officers who serve our community. At the same time, that responsibility does not prevent us from recognizing when allegations of misconduct warrant thorough investigation and appropriate accountability. We support Chief Giordano and the Department’s decision to terminate the officers following its investigation.

"These charges are now before the courts, where the evidence will be considered and the judicial process should be allowed to proceed. Our thoughts remain with those impacted by this incident, as well as the dedicated Phoenix police officers who continue to serve our community honorably and professionally every day."

PLEA Statement Regarding Guilty Verdict Against Essa Williams

Phoenix, AZ— Phoenix Law Enforcement Association (PLEA) President Darrell Kriplean issued the following statement regarding the guilty verdict against Essa Willams, who violently shot Phoenix Officer Tyler Moldovan in 2021:

"The Phoenix Law Enforcement Association is grateful that a jury found Essa Williams guilty on all counts for the brutal and calculated shooting of Phoenix Police Officer Tyler Moldovan in 2021.

"Officer Moldovan was shot repeatedly and left fighting for his life simply because he put on a uniform and went to work protecting this community. His survival is nothing short of a miracle, but no verdict can undo what was done to him or erase the physical and emotional toll that Tyler and his family will carry for the rest of their lives.

"This verdict sends an unmistakable message: those who deliberately attack and attempt to murder police officers must be held fully accountable. There can be no excuses or minimizing the violence that overshadows the suffering of Tyler and his family whose lives were forever changed.

"Tyler Moldovan represents the courage and sacrifice we ask of our police officers every single day.

"Today, after years of waiting, a jury delivered the accountability that Tyler, his family, his fellow officers, and this community deserved."
