Community

Officer Dail and Officer Carl have participated with Community Oriented Policing the last 2 days. Officer Carl and Officer Dail were able to contribute to and interact with people playing basketball at the Old Sparta Community Center. It is good to see the community getting together and playing a sport that is not only healthy but creates togetherness.
Officer Dail went to Carver School with the Town of Pinetops new vehicle. This vehicle is used mainly for one of the centerpieces of community oriented policing within the police department to create partnerships with the community. The youth at Carver School loved the interaction as well as the police department.

Pinetops Moving Forward
Good News/Waterline Update

The Town of Pinetops, contractors and other governmental agencies met today to move forward with the project of replacing water lines in town. This has been long awaited and the process was postponed to government funding awards. The tentative start date is in the end of June. After the completion of the project the paving of roads will follow.

This is just another step that the town has been working on. We will continue infrastructure and economic development. Stay tuned for great things happening. Please contact us with any questions.

Community Policing/Traffic Enforcement

The Pinetops Police Department has acquired a Ford Mustang through a USDA Grant. This vehicle will be utilized for Community Oriented Policing Programs and Traffic Enforcement. Being a main thoroughfare of NC 42/43 and NC 122 provides large amount of traffic that commutes through Pinetops daily. Update: The lockdown has been lifted and the school is open.

Attention Carver school is on lockdown due to an anonymous threat. All children and staff are safe and the school is secure. We will release details soon after everything is open back up.

Shooting Update
Pinetops, North Carolina

On 02-17-26 at approximately 4:30 pm officers were alerted to shots fired that occurred in Pinetops. A reported victim called 911 while in route to the hospital after being shot. EMS and the Edgecombe County Sheriff’s Office made contact with the victim and his driver in Tarboro. The victim said that he was shot in the area of E. Lashley St. and S. Second St. in Pinetops. The victim appeared to have a gunshot wound to the torso area and was taken to ECU Health in Tarboro, NC. He was in stable condition at the time officers talked to him. A suspect was identified and no immediate threat to the community was established.
The victim was transported to ECU Health in Greenville, NC where surgery was completed. Investigators talked to him after surgery. Contact was made and an investigator spoke with the suspect in this case.
It was determined that this incident was an isolated argument between the victim and the suspect. A suspect was developed in this case and warrants were obtained for Damon Ramere Winstead. On 02-19-26 Mr. Winstead turned himself in to the Pinetops Police Department. The firearm used in the shooting was recovered. Mr. Winstead was transported to the Edgecombe County Magistrate’s Office where he was charged with Assault with Deadly a Weapon with the Intent to Kill Inflicting Serious Injury and Discharging a Firearm in the City. Mr. Winstead was not issued a bond and was held in the Edgecombe County Jail.
This was an example of great investigative work and community partnerships.
