Happy Independence Day from Marshal Sarah Smith and the entire staff at the Pineville City Marshal Office. We hope everyone has a safe and festive holiday as we celebrate the Birthday of our Great Nation.
The Pineville City Courthouse will be closed on Friday, July 3rd in recognition of this holiday. We will re-open for normal operation on Monday, July 6th at 8:00am.

THE PINEVILLE MARSHAL OFFICE IS OPEN TO THE PUBLIC UNDER THE FOLLOWING GUIDELINES: In order to comply with State regulations and for the safety of employees and the public, all individuals entering the Pineville City Courthouse shall be screened using a standard questionnaire regarding their current medical condition. The screening Deputy will read the questions to each individual requesting entry into the courthouse and a non-invasive body temperature will be taken. All those allowed entry into the building will be required to maintain a 6 foot social distance.

A FACEMASK MUST BE WORN AT ALL TIMES WHILE IN THE COURTHOUSE

Only one person at a time will be allowed entry into the courthouse after being screened by the Marshal Office. Those awaiting entry into the courthouse will be required to maintain 6 foot social distancing while outside the courthouse.

Individuals who answer “Yes” to any question on the questionnaire or has a body temperature of 100.4 degrees or higher or refuses to participate in the screening process will be denied access to the courthouse.

May 15th is National Peace Officers Memorial Day and the calendar week in which it falls is National Police Week. This time is set aside to honor and remember those law enforcement officers who made the ultimate sacrifice, as well as the family members, friends and fellow officers they left behind.
This year Marshal Larry Jeane EOW 7/20/2014, was added to the National and State Memorial Walls. Marshal Jeane’s dedication and commitment to those he served stands as a shining example to all who make the choice to serve in Law Enforcement.

Every year families across the Nation would be meeting up in Washington DC for Police Week to honor Fallen Officers who paid the ultimate sacrifice as they followed their calling to become Law Enforcement Officers. This year unfortunately COVID-19 has cancelled memorials and Police Week; however, this does not mean that we do not honor Our Fallen Heroes.

In the State of Louisiana City Marshal Larry W. Jeane, Pineville City Marshal Wards 9, 10 and 11, End of Watch Sunday, July 20, 2014, was historically added to the National Law Enforcement Officers Memorial to Memorial Panel: 18-W: 32.

Larry's law-enforcement career spanned over 40 years. During this time he served the Louisiana Department of Corrections as a probation & parole officer, an assistant warden, a warden, a member of the Louisiana State Police Commission & then 17 years as Pineville City Marshal Wards 9, 10, & 11.

Larry was married to Johanne for 47 years. They had 2 children, Paul (Sandra) & Joan (Jason) and 3 grandchildren, Victoria, Bella, & Nikolas. He was a loving husband, father, & pawpaw.

Larry developed quite a reputation for his delicious BBQ. He cooked for senior citizen centers, Food Bank recipients, many community fundraisers, and Louisiana College sport teams. He was a devoted fan of Louisiana College's football team.

He was an adjunct professor of Criminal Justice at Louisiana College and Northwestern, Natchitoches. He received Louisiana's Clark Dunbar Civil Service Award. Larry was inducted into Louisiana College's Sport's Hall of Fame and also recognized one of Louisiana College's Distinguished Alumni.

He was an active member of Sacred Heart Catholic Church. He served on the Finance Committee, as an usher, and a member of the Holy Name Society. He was also the Master of the W.D. Fisher Masonic Lodge in Deville, LA.

Larry loved to travel, hunt, play the guitar, compose songs, & write poetry.

Today surviving families, Law Enforcement Agencies, friends, and strangers would be traveling to Lake Lawn Metairie in New Orleans to the Louisiana Law Enforcement Officers Memorial for the 2020 memorial ceremony. This year four Officers from 2019 and one Officer from 2014 and one Officer from 2015; both being historically added would have been honored for their service to the State of Louisiana and their ultimate sacrifice they paid upholding their oath to protect and serve the people of the State.

Unfortunately with the COVID-19 pandemic, for safety reasons the memorial had to be cancelled. With the cancellation it does not mean that the Officers who paid the ultimate sacrifice do not get honored; it just means that we honor them, their families, their friends, their departments, and all whom they touched through their Law Enforcement career a little different this year.

This evening at 7:00 pm in honor of Louisiana’s Fallen Officers if you have blue lights on your porch, light them up. If you do not have blue lights that is okay, still light up your porch lights. Light a candle in memory of Louisiana’s Fallen Officers and say a prayer or words of kindness for their families.

I want to take this time to thank the LCMCCA for the wonderful plaque I received from the Association. It has been my honor to have been a member of this Association for all these years and to have had the opportunity to watch this Association grow to the level we are at today. I have so many great memories and I will cherish them forever.

It is my intent to remain an active Honorary Member of the LCMCCA once I retire, so don’t think I’m going away. I am just opening a new and exciting chapter in my life with many new memories to build.

By Order of the Pineville City Judge and in response to the recent outbreak of Coronavirus (COVID-19) , and in consideration of the public health recommendations, it is hereby ordered that, effective Monday, March 15, 2020 through Friday, April 10, 2020:

1. All trials, both civil and criminal are hereby continued, to be reset by order;

2. All criminal trials, hearings and court appearances are hereby continued, to be reset by order;

3. The delays in all criminal cases created by this order shall constitute “just cause”, pursuant to La. Code of Criminal Procedure act. 701;

4. All Civil trials, and hearings and court appearances are hereby continued, to be reset by order;

5. The Court Orders the attached Appendix ‘A’ be posted where it is easily visible at all public entrances to the Courthouse. Anyone attempting to enter the Courthouse in violation of protocols contained therein will be denied entry by the Court Security Officer and may be subject to punishment for contempt of court;

6. This Order does not affect the Court’s ability to consider civil or criminal matters that can be resolved without hearing.

The Pineville City Courthouse will remain open during regular business hours. The public may continue to utilize Court services in accordance with this Order and while following all applicable health guidelines.

SHALL NOT ENTER THE COURTHOUSE
*Persons who have been in any of the following countries within the last 14 days:
CHINA, SOUTH KOREA, JAPAN, ITALY, IRAN
(This list may be updated as further guidance is received)
*Persons who reside or have had close contact with someone who has been in one of the countries listed above in the last 14 days
*Persons who have been asked to self quarantine by a Doctor, hospital or health agency
*Persons who have been diagnosed with, or have had contact with, anyone who has been diagnosed with COVID-19
*Persons exhibiting symptoms unusual to you that are among the CDC-identified symptoms (these have been identified as fever, cough, or shortness of breath)

Anyone attempting to enter in violation of these protocols will be denied entry by a Court Security Officer and may be subject to contempt of court

These restrictions will remain in place temporarily until it is determined to be safe to remove them. People who think they have been exposed to COVID-19 should contact their healthcare provider immediately.

Pineville City Marshal Sarah Smith announced today that it is her intent to retire and not seek re-election at the end of this year. Marshal Smith has spent 30 years in service to the Pineville Marshal Office and the citizens of Wards 9, 10 and 11 of Rapides Parish. Marshal Smith served as Chief Deputy Marshal under Marshal Gus Perry and Marshal Larry Jeane and was appointed to the position of City Marshal following the untimely passing of Marshal Jeane on July 20, 2014. After much prayer and consideration, Marshal Smith ran for the position in 2014 and became the first elected female City Marshal in the history of Rapides Parish. Marshal Smith has served as District 1 Vice President of the Louisiana City Marshal City Constable Association and is the current State Treasure/Secretary.
Under Marshal Smith’s leadership the Pineville Marshal Office has become an active member of the Louisiana Law Enforcement Torch Run for Special Olympics, the Rapides Parish summer Popsicle Patrol for kids, the Ball Boo Walk, Pineville Fall Festival and conducts a toy drive each year for children who are in our local hospitals and the Children’s Miracle Network. In the 2016 flooding of south Louisiana, Marshal Smith was in the forefront of the transportation of much needed supplies to the victims of this disaster. Marshal Smith leaves behind a legacy of dedication to the safety of the Senior Citizens by starting the first Senior/Women’s Self Defense/Self Awareness program in Wards 9, 10 and 11. “Many hours were spent developing and presenting this program and I am just as committed to it today as I was when we started this program.”
“I take the responsibility of managing the office as a serious matter. Integrity is not just a word for me; it’s a way of conducting the business of the Marshal Office as transparent and open for the public to see.” The Pineville Marshal Office has had 29 years of financial audits with “NO” discrepancies.
“It has always been my honor to serve the citizens of Pineville and Wards 9, 10 and 11. Being elected by the people to serve as Marshal was a dream come true for me.”

The Louisiana City Marshal City Constable Association conducted a live fire, Vehicle Close Quarter Battle training this past Friday. This event was hosted by Pineville Marshal Sarah Smith and the Rapides Parish Sheriff Office and instructed by Det. Joseph Gross of the Rapides Parish Sheriff’s Office.
Training for unexpected events can be intense but there was still time for some camaraderie.
