Neighborhood Allies islooking a strategic partner to help tell the story of a multi-year initiative focused on community engagement, neighborhood transformation, and equitable reinvestment in Pittsburgh's East End.

Neighborhood Allies is seeking a Strategic Communications, Storytelling & Learning Partner to help document community experiences, capture lessons learned, and translate them into meaningful stories over the next several years. We're especially interested in hearing from interdisciplinary teams and consultants with experience in community engagement, storytelling, narrative strategy, and learning and evaluation.

*Neighborhood Allies welcomes submissions from interdisciplinary teams, lead consultants with collaborators, or individual consultants proposing to lead specific portions of the scope. We recognize that this work may be best accomplished through collaborative partnerships and encourage respondents to propose team structures that reflect their strengths and expertise.

Please take note that The Steel Rivers Council of Governments (SRCOG) on behalf of the City of Duquesne seeks qualifications to provide planning and design services for conducting a Community Center Study throughout the City of Duquesne in Allegheny County, PA with the following goals in mind:

a. Identify the areas of greatest community need through public outreach and engagement with local non-profit organizations
b. Identify possible locations for the community center through a study of city assets
c. Assist the City in creating a business plan for operation and maintenance of the community center
d. Study costs budget: $100,000

This project is funded by the Green & Healthy Homes Initiative (GHHI) through the EPA Thriving Communities Grant Program. SRCOG is working as the agent for Duquesne and will act as project manager.

Separate copies of the Request for Qualifications and required forms can be obtained via the PennBid website, https://pennbid.bonfirehub.com. Project name: Duquesne Community Center Study - 2025-01090-TC.

Each qualifications proposal shall be uploaded in the appropriate location within the PennBid portal. Proposals to receive consideration must include completed versions all required documents.

Qualifications Proposals for Professional Services will be accepted until Thursday, July 23, 2026, at 10:00 am prevailing local time. Electronic submissions are required via PennBid at https://pennbid.bonfirehub.com

Please be advised that a Request for Proposals/Bids for a construction project, Light of Life
Ministries - Voeghtly Street Capital Project, funded in part by the Allegheny County GEDTF, will be
released on July 1, 2026, and will be advertised in The Pittsburgh Post Gazette.

Please note proposals will be accepted up to July
24, 2026 @ 3pm and opened immediately thereafter.

The project consists of the following trades/supplies:

- Carpentry
- Plumbing
- Tile
