Allegheny County has new open bids:

"South Park Farm Show Drive and Concert Site Improvements" - Provide labor, materials, and equipment required to construct asphalt parking lots, asphalt roadways and curbs, concrete curbs and sidewalks, and associated hardscapes and landscapes along Farm Show Drive, Buffalo Drive, and the South Park Amphitheatre site in South Park. Extensive stormwater management and conveyance structures, as well as site lighting, are also included in the scope of the work. (Spec #9514)

The City of Pittsburgh is surveying local businesses to understand the effects of race, ethnicity, and gender on the ability to conduct business in the region. The study aims to identify and develop actionable strategies to promote fairness, equity, and economic inclusion in procurement and business development initiatives.

The survey will be open for public engagement until July 31, and the study coordinators will be hosting one-on-one interviews with businesses and professional organizations until August 28.

"Implementation Services for the County's Selected Human Capital Management (HCM) Platform" - Allegheny County is soliciting proposals from qualified firms to provide implementation services for the County's selected Human Capital Management (HCM) platform. The County will deliver the platform in phases under a single base contract for the first phase, with later phases added by option or competed separately. This notice is a summary. It is non-binding and does not replace the detailed requirements in the body of this RFP. Offerors should read all sections before preparing a proposal. (Spec #9527)

"Road Condition Management Software" - The Allegheny County Department of Public Works seeks a new, standalone, AI-enabled roadway condition analysis system that produces objective pavement data and supports long-term planning. The system will generate its own condition scores, distress classifications, and treatment recommendations using vendor scans or DPW-recorded video, all aligned to the County’s authoritative GIS roadway segments. It will also support light-touch ingestion of monthly notes, limited complaint trend visualization, and selective October rating imports—without recreating or ingesting any legacy spreadsheets, videos, or workflows. Allegheny County has a new open bid:

"Infrastructure Sustainability & Modernization Assessment" - The Allegheny County Department of Information Technology is evaluating the long-term sustainability of its current infrastructure, hosting, and operational models. The County operates a hybrid environment that includes on-premises data centers, Azure usage, vendor-managed systems, and internally administered applications and platforms. The County seeks an experienced partner to conduct a practical, implementation-oriented assessment focused on infrastructure sustainability, operational resiliency, modernization opportunities, and future hosting strategy. The goal is to identify rational, incremental modernization steps while aligning future investments with operational realities, staffing capacity, and anticipated hiring plans. The County is not seeking a wholesale redesign or a theoretical future state disconnected from operational constraints. Recommendations must be practical, prioritized, and actionable, enabling incremental modernization that can be delivered internally. (Spec #9517)

"Department of Children Initiatives Early Care and Education and Out-of-School Time Workforce Supports" - The County is seeking a Proposer(s) to design and implement a Youth Serving Workforce Supports Program(s) to increase the number of Allegheny County’s ECE and/or OST job-ready staff and provide support to the ECE and OST programs hiring participants. "Department of Children Initiatives Out-of-School Time Program Capacity Expansion" - The Department of Children Initiatives (DCI), on behalf of Allegheny County, seeks to support the increased capacity of OST programming in communities that are underserved to fill gaps in programming for children and families. This funding must be used to create additional OST programming slot capacity, either through expansion of existing programming or creation of new programming, with priority given to OST deserts. "Department of Children Initiatives Child Care Capacity Expansion" - The Department of Children Initiatives (DCI), on behalf of Allegheny County, is seeking to create additional Allegheny County-based child care slots for children 0-12 years old.
