Today, Allegheny County Department of Human Services is launching the Allegheny Recovery Partnership Plan — the first coordinated, long-term recovery system of its kind in the United States. Substance Use Disorder is a chronic medical condition. But for decades, public systems were built around short, episodic treatment. This plan changes that.

Through improved coordination, long-term engagement, and smart incentives for providers, we can finally support people over time — not just during moments of crisis.

This is a major step forward for the health and safety of our community.
