🚨Incident Update: May 2, 2026🚨

This morning, Mosquito Fire Protection District personnel responded to reports of a water rescue at the Rock Creek Bridge swimming pools. Emergency actions were taken at scene but, despite all efforts made, there was one fatality and one dog is still missing. MFPD resources remained at scene to assist EDSO with recovery efforts. There was a hard closure of Rock Creek Road for approximately 2 hours, but the roadway is now open to all traffic. MFPD was assisted by El Dorado County Fire Protection District, CAL FIRE Amador-El Dorado Unit, and El Dorado County Sheriff's Office.

The reason for this post is to remind everyone that the swimming areas beneath the Rock Creek Bridge, while beautiful, can be extremely dangerous and have claimed lives nearly every year. The main pool contains a low-head dam hydraulic that creates a powerful “washing machine” effect, making it very difficult to escape once caught in it.

We urge everyone to use caution when visiting natural recreational areas and to be aware of the hazards present.

If you’re planning to burn, make sure you’ve got your permit first and that it’s a permissive burn day. Conditions are changing, and taking a few extra minutes to do it right helps protect your property and your neighbors.

Mosquito Fire Protection District – April 23, 2026 Board Meeting Recap

For those who were unable to attend, here is a recap of the recent district meeting, focused on the main discussions and questions that took place.

Overall, the meeting reflected that the district is currently operating under interim leadership while beginning early-stage discussions about potential collaboration with neighboring agencies. Concerns related to transparency, cost, and process were raised, and no final decisions or approvals were made regarding the shared services proposal during this meeting.

The board conducted regular business early in the meeting, including the review and approval of prior meeting minutes. Corrections were noted and incorporated before approval.

A significant portion of the meeting then shifted to discussion of a proposed shared services agreement involving Mosquito Fire Protection District, Garden Valley Fire Protection District, and Georgetown Fire Protection District. The concept was presented with involvement from El Dorado County Supervisor Lori Parlin and CAO Sue Phillips.

During the discussion, it was explained that a draft, conceptual document had been developed to outline how the three districts (Garden Valley, Georgetown and Mosquito) might collaborate. According to the explanation provided, the proposal, located on our website, https://www.mfpd.us/2026-04-23-mfpd-board-meeting includes an arrangement in which Garden Valley Fire Protection District would receive $200,000 annually for a two-year period to support shared services across the participating agencies. It was emphasized that this proposal would not change the structure of any of the districts or alter the authority of their respective boards.

At the same time, it was clearly stated that this document is not a finalized agreement. It is intended as a starting point for discussion, and no formal approval has been given. Any agreement would require further review, revisions, and approval at a future meeting.

Board members and attendees raised concerns during this portion of the meeting. Some questions focused on transparency and whether there had been adequate public notice regarding the development and presentation of the proposal. Others questioned the cost-effectiveness of the arrangement and whether alternative approaches—such as a competitive bidding process—should be considered before moving forward.

In addition to the shared services discussion, the board addressed several administrative items. Meeting minutes from a prior meeting were reviewed and approved with noted corrections. There was also discussion regarding procedures for the disposal of district vehicles, though no major changes were highlighted beyond clarifying the process.

The board also discussed the idea of forming a policy committee. After some consideration, it was decided not to establish a permanent policy committee at this time.

Toward the end of the meeting, updates were provided on training programs, the status of apparatus, and general administrative matters affecting the district.

🚒 Congratulations, Academy Graduates! 🚒

This month, we had the privilege of celebrating the graduation of Divide Fire Academy Class of 2026 and we couldn’t be prouder.

Over the course of the academy, these recruits put in the time, effort, and determination it takes to step into the fire service. From long training days to challenging hands-on scenarios, they showed what it means to commit to something bigger than themselves.

We are especially proud to recognize our three Mosquito Fire recruits who completed the academy:

• Randy Campo

Your hard work and dedication have not gone unnoticed, and we’re excited to see you continue serving our community.

Congratulations to all 13 graduates, and a big thank you to the instructors, staff, and families who supported them every step of the way.

🚒 Chief’s Report Recap

For those who were unable to attend the recent Board meeting, here’s a quick snapshot of what’s been happening at Mosquito Fire:

🚨 Operations

Since the last reporting period, the District responded to 33 incidents, including vegetation fires, medical aids, and public assists.

The PG&E project continues to move forward, with work progressing smoothly overall. Crews successfully managed at least one incident requiring emergency access through the closure area.

We’ve also received a new-to-us engine from Diamond Springs–El Dorado, which is currently being prepped for service.

🚒 Fleet Update

Our fleet remains a mix of in-service apparatus and units awaiting repair or replacement. While several vehicles are operational, others continue to experience mechanical issues or are in the process of being repaired, surplus-listed, or evaluated for replacement.

We are still awaiting updates from the State regarding CAL FIRE replacement vehicles.

👨‍🚒 Staffing & Training

The District has welcomed back two members, with additional hiring underway to support staffing.

The Divide Academy has also recently completed, with members successfully progressing through the program.

We’re continuing to partner with neighboring agencies, including Garden Valley Fire, to expand training opportunities such as EMT certification.

Recent training efforts include:
Completion of Driver/Operator 1A, a Public Safety First Aid refresher, and Air ambulance training conducted at Swansboro Airport.

💰 Administration & Regional Updates

Work will begin soon on the upcoming fiscal year budget.

The District is also monitoring a proposed countywide funding measure related to emergency services. While it could provide funding, there are ongoing discussions about its long-term impacts on local districts.

Regionally, there are several changes and developments in fire service delivery, including leadership transitions, agency mergers, and expanded ambulance services within El Dorado County.

We continue to work closely with local organizations to support events, outreach, and wildfire preparedness efforts. These partnerships remain a key part of strengthening our District and serving our residents.

🚒 Welcome Back 🚒

Please join us in welcoming Jeff Schwegler back to Mosquito Fire Protection District as Mosquito's newest Driver/Operator.

Jeff brings several years of experience in the fire service, getting his start after completing the Georgetown Volunteer Fire Department Academy in 2014. Over the years, he has served with Georgetown Fire, Garden Valley Fire Protection District, and spent time working on a hand crew through a PG&E grant. He also has experience working in the Mosquito area, making this a return to familiar ground.

Fire service runs in Jeff’s family and that influence helped guide him into the profession. His dad served with Sac Metro Fire, and Jeff shared that his entire family worked on the Mosquito Fire in 2021, an experience that further strengthened their connection to the fire service.

Jeff holds multiple certifications, including Firefighter I & II, Driver/Operator, EMR, CPR/AED, and Fire Control 3B, and brings valuable experience and knowledge of the Mosquito area.

When he’s not on shift, Jeff enjoys dirt bike riding and fishing.

🚧 Road Closure Signage Clarification 🚧

We’re aware of the new road closure signs that have gone up in the area and understand there’s been some confusion.

These closures are related to work being conducted by El Dorado County and/or PG&E. While we do our best to share information when it’s available, the fire department is not responsible for planning or managing these closures, and we often have to reach out to those agencies for details just like the public.

For the most accurate and up-to-date information (including specific locations, dates, and times), please contact El Dorado County Department of Transportation directly so the departments phone lines remain available for emergency calls and service.

🚒 Divide Fire Academy 26-001 Training Update 🚒

On Saturday, March 21, recruits with Divide Fire Academy 26-001 hit a huge milestone, their first live fire training 🔥

This was their first time seeing how fire really behaves in a controlled setting, watching conditions change in real time and learning how to read the environment around them. Recruits got hands-on experience advancing hose lines, working together to attack the fire, and practicing search and rescue in a live fire environment. More than anything, the day was about building teamwork, communication, and confidence in a setting that closely mirrors the real thing. This is one of the most important steps in the academy, helping prepare these recruits for the day they respond to real emergencies in our communities.

A big thank you to the instructor cadre for putting together a safe, structured, and impactful training.

🚧 Mosquito Road Closure — Saturday, March 28th

Mosquito Road will be closed from 7:00 AM to 12:00 PM for crane inspection and maintenance at the Pier 3 trestle (north of the South Fork American River).

Please plan your travel routes accordingly and allow extra time if traveling in or out of the community that morning.

The County will also post updates via the Mosquito Bridge website and roadside changeable message boards.
