Mosquito Fire Protection District – April 23, 2026 Board Meeting Recap
For those who were unable to attend, here is a recap of the recent district meeting, focused on the main discussions and questions that took place.
Overall, the meeting reflected that the district is currently operating under interim leadership while beginning early-stage discussions about potential collaboration with neighboring agencies. Concerns related to transparency, cost, and process were raised, and no final decisions or approvals were made regarding the shared services proposal during this meeting.
The board conducted regular business early in the meeting, including the review and approval of prior meeting minutes. Corrections were noted and incorporated before approval.
A significant portion of the meeting then shifted to discussion of a proposed shared services agreement involving Mosquito Fire Protection District, Garden Valley Fire Protection District, and Georgetown Fire Protection District. The concept was presented with involvement from El Dorado County Supervisor Lori Parlin and CAO Sue Phillips.
During the discussion, it was explained that a draft, conceptual document had been developed to outline how the three districts (Garden Valley, Georgetown and Mosquito) might collaborate. According to the explanation provided, the proposal, located on our website, https://www.mfpd.us/2026-04-23-mfpd-board-meeting includes an arrangement in which Garden Valley Fire Protection District would receive $200,000 annually for a two-year period to support shared services across the participating agencies. It was emphasized that this proposal would not change the structure of any of the districts or alter the authority of their respective boards.
At the same time, it was clearly stated that this document is not a finalized agreement. It is intended as a starting point for discussion, and no formal approval has been given. Any agreement would require further review, revisions, and approval at a future meeting.
Board members and attendees raised concerns during this portion of the meeting. Some questions focused on transparency and whether there had been adequate public notice regarding the development and presentation of the proposal. Others questioned the cost-effectiveness of the arrangement and whether alternative approaches—such as a competitive bidding process—should be considered before moving forward.
In addition to the shared services discussion, the board addressed several administrative items. Meeting minutes from a prior meeting were reviewed and approved with noted corrections. There was also discussion regarding procedures for the disposal of district vehicles, though no major changes were highlighted beyond clarifying the process.
The board also discussed the idea of forming a policy committee. After some consideration, it was decided not to establish a permanent policy committee at this time.
Toward the end of the meeting, updates were provided on training programs, the status of apparatus, and general administrative matters affecting the district.
