Marcus Palumbo hears it at doors all over Norwich: the city's own utility gets the lights back on fast.

In his words: "The vast majority of the people I'm talking to say that Norwich Public Utilities does a good job of getting power back on after storms, which makes sense when all their workers are local. They know where the problem spots are, they can fix it faster."

It is cheaper, too. A CT Mirror review in March found that for a typical household, Connecticut's municipal utilities cost between 23 and 64 percent less than the big private companies.

Not every town can start its own utility tomorrow, and Marcus does not pretend otherwise. His platform calls for public and municipal power as the long-term way out of the Eversource monopoly, and Norwich is the proof that it works in eastern Connecticut.

Sam Derenthal on why healthcare access is personal for her.

In a CT Politics TV interview, she shared that a genetic mutation gave her an 80 percent chance of breast cancer by age 60 and a 30 percent chance of ovarian cancer. Her mother had stage four breast cancer.

She had preventive surgery at Day Kimball Hospital, and she credits the things that made it possible: "the health insurance that I have, the work flexibility," and "access to quality healthcare."

That is what she is running to protect for everyone in the Quiet Corner: affordable coverage, a local hospital, and the time to use them.

On November 3, Plainfield voters will decide four questions that would change the Town Charter. Question 2 asks whether the Board of Police Commissioners should have the authority to hire its own lawyer, separate from Town Counsel.

Joe de la Cruz: "I won't hesitate to stand up to either party, and I'll work with anyone to put people first."

That line comes from his campaign, and so do two plans worth knowing about.

He wants to stop unchecked development of hyperscale data centers, the kind his campaign says "raise rates and deplete our water supply." They draw enormous amounts of power and water, and the cost lands on everyone else on the grid.

And he wants to end surveillance pricing: companies using your personal data to charge you more than the next person for the same thing.

His campaign also points to his record in the state House: a vote for a middle-class tax cut, millions secured for local schools, and crossing party lines to support first responders.

Joe de la Cruz and his wife Tammy spent a Saturday at Sterling Family Day, booth by booth.

Sterling sits in both the 18th Senate District and the 44th House District, and Joe noticed what makes the fair different. In his words: "Most of the folks here actually live right down the street and they're making their own goods. It shows you the farm spirit."

That is the campaign he is running: showing up, listening, and taking what he hears to Hartford. Thirty eight years in the sheet metal trade, three terms in the state House, and a promise to work with both parties to put people first.

This morning at 10 he is rallying with supporters at Washington Park in Groton.

SMART Technology Systems has withdrawn its Siting Council petition for the Plainfield trash plant, and the October 22 hearing is canceled. The Hartford Courant reported it this morning, quoting the letter SMART's lawyer sent the Council on October 8: "the best course of action is to withdraw the instant petition and refile a revised proposal at a future date."

That is why the asterisk matters. SMART says the reason is the "voluminous public comments" on its plan, and it intends to come back with a revised proposal. Every letter, comment and phone call made a difference, and this is what that looks like. But it is a pause, not an ending.

What happens next:
- SMART is expected to refile a revised proposal with the Siting Council. When it does, a new proceeding starts with a new comment period and schedule.
- SMART's two applications with the state Department of Energy and Environmental Protection were not withdrawn and are still under review. When DEEP issues its notice, a 30-day public comment window opens.
- The Council has not yet posted the withdrawal letter on its website. We will update as soon as it does.
