TOWN OF PLAINVILLE DECLARES LEVEL 1 – MILD DROUGHT AND IMPOSES MANDATORY OUTDOOR WATER USE RESTRICTIONS
PLAINVILLE, MA – The Plainville Select Board, at its duly noticed public meeting on June 8, 2026, voted to declare a Level 1 – Mild Drought in the Town of Plainville and to impose mandatory nonessential outdoor water use restrictions effective immediately upon adoption and until further notice.

This action is taken in accordance with the Massachusetts Drought Management Plan, the Water Management Act (M.G.L. c. 21G), and the applicable regulations of the Massachusetts Department of Environmental Protection (MassDEP), in response to below-normal precipitation, groundwater levels, and streamflow conditions affecting the region.

WHAT THIS MEANS FOR RESIDENTS AND BUSINESSES
Effective immediately, the following mandatory restrictions apply to all water customers of the Town of Plainville:

Restricted Uses (Nonessential Outdoor Water Use): All nonessential outdoor water uses, including but not limited to automatic and manual lawn irrigation, irrigation of shrubs and trees by sprinkler or hose, washing of vehicles, filling of swimming pools or hot tubs, and washing of hard surfaces such as driveways, sidewalks, and patios, are restricted as follows:
• Nonessential outdoor watering is permitted for no more than one (1) day per week.
• On the permitted watering day, outdoor watering may only occur before 9:00 a.m. and after 5:00 p.m.
• Outdoor watering is prohibited between 9:00 a.m. and 5:00 p.m. on all days to reduce evaporative loss and conserve water supply.

Permitted Exception — Ornamentals and Flower Gardens:
Notwithstanding the above restrictions, the watering of ornamentals and flower gardens by means of drip irrigation, hand-held hose, or watering can is permitted on any day of the week, provided such watering occurs only before 9:00 a.m. or after 5:00 p.m.

PERMITTED WATERING DAY SCHEDULE
All properties in the Town of Plainville are permitted to conduct nonessential outdoor watering one (1) day per week, using the Plainville Municipal Pickup Day for your street.

(Residents uncertain of their watering day are encouraged to contact the Department of Public Works at (508) 695-6871 x820.)

WHAT IS NOT RESTRICTED
The following uses are not subject to these restrictions:
• Water used for health and safety purposes
• Irrigation needed to establish newly seeded or sodded lawns or plantings during the months of May and September (if the order is still in effect as of September)
• Irrigation of newly planted lawns for homes or businesses newly constructed within the previous twelve (12) months
• Agricultural operations, including maintenance of livestock, crops, and vegetable gardens
• Watering of ornamentals and flower gardens by drip irrigation, hand-held hose, or watering can (before 9:00 a.m. or after 5:00 p.m., any day)

ENFORCEMENT
Violations of these restrictions are subject to enforcement pursuant to the Town’s bylaws and applicable state regulations. Enforcement will initially focus on education and outreach; however, fines may be assessed for violations.

CONSERVATION TIPS
The Town encourages all residents and businesses to take the following steps to conserve water during this drought period:
• Check and fix leaky faucets, toilets, and irrigation systems
• Install WaterSense-certified fixtures
• Water lawns and gardens deeply but infrequently to encourage deep root growth
• Use rain barrels to collect rainwater for garden use
• Avoid watering within 48 hours after measurable rainfall

Town Meeting is May 18: Your Voice Matters

Plainville residents are encouraged to attend the Annual Town Meeting on Monday, May 18, 2026, at 7:00 p.m. at the Beatrice H. Wood Elementary School, 72 Messenger Street. Town Meeting is one of the most important ways residents participate directly in local government, and your attendance helps ensure that the decisions made reflect the priorities of the community.

This year’s warrant includes a wide range of articles affecting Town services, public safety, infrastructure, schools, water and sewer systems, zoning, community preservation, and long-term financial planning. Several major items address the Town’s FY2027 operating budget and ongoing cost pressures, while others support capital needs such as roadway improvements, public safety equipment, utility upgrades, and school facility investments.

The Select Board notes that the warrant reflects a careful balance between maintaining essential services, investing in critical infrastructure, and exercising fiscal discipline, while the Finance Committee describes FY2027 as a particularly challenging budget year because of rising costs and limited revenue growth. Their letters emphasize the importance of making thoughtful choices that protect the Town’s long-term financial stability.

Among the articles are measures related to grants, Chapter 90 funding, water and sewer projects, the Community Preservation Act, revolving funds, personnel policies, zoning updates, and a citizen petition to expand the Select Board. The Town Meeting also includes a consent agenda for certain articles that are expected to move quickly, allowing more time for discussion of matters that need it most.

Residents are welcome to review the warrant in advance and come prepared to participate in the discussion and vote. Town Meeting is where Plainville’s future is shaped, and every voice counts.

The Town Meeting Warrant (the agenda) is available in booklet form at Town Hall and other municipal buildings, or may be downloaded below:

FOR IMMEDIATE RELEASE

Plainville Police Department
Chief James Floyd

PLAINVILLE — The Plainville Police Department reports that detectives have executed a court-authorized search warrant and arrest warrant following an investigation into an attempted armed robbery that occurred on May 5, 2026.

On May 1, 2026, at approximately 7:28 PM, officers responded to the Mobil Gas Station for a report of an attempted armed robbery involving a knife.

Over the past week, detectives assigned to the Plainville Police Department Bureau of Criminal Investigation conducted area canvases, interviews, and reviewed surveillance footage from the
business and the surrounding area. Through those investigative efforts, detectives gathered additional information that led to the identification of the suspect vehicle involved in the incident.

This morning, at approximately 10:21 AM, Plainville Detectives located and identified the vehicle believed to have been used during the attempted robbery. The vehicle was subsequently
stopped by the North Attleboro Police Department, and Ryan Cote, age 22, was taken into custody on motor vehicle-related violations.

Following the stop, members of the Plainville Bureau of Criminal Investigation executed a court-authorized search warrant. During the search, detectives recovered several items believed to be connected to the attempted robbery investigation, including the weapon believed to have been used during the incident.

Cote was arraigned in Attleboro District Court on a motor vehicle charge and is expected to appear in Wrentham District Court on charges related to the attempted armed robbery.

The investigation remains active. Anyone with additional information is encouraged to contact the Plainville Police Department.

All suspects are presumed innocent until proven guilty in a court of law.

We know some customers are seeing higher bills. This winter’s unusually harsh — and in some areas record‑setting — cold led many households to use more energy. Higher commodity costs and recent delivery rate changes have also contributed.  These increases are not caused by the smart meter i...

🚧 **ROADWORK NOTICE – Route 106 & Route 152 Intersection** 🚧
🗓 **Wednesday, March 18**
⏰ **Starting at 10:00 AM**

While we all enjoy living in New England, winter always leaves us with one unwelcome guest… **potholes**.

Our DPW team has already been out addressing many of the worst areas across town, but the intersection of **Route 106 and Route 152** requires some extra attention.

👉 **What to expect:**

* Lane shifts and temporary closures
* Work beginning around 10:00 AM
* Duration of approximately a couple of hours

🚗 **Traffic Advisory:**
If possible, please **avoid the intersection during this time** to help minimize delays and keep our crews safe.

If you do need to travel through the area, we appreciate your patience—think of it as a short-term inconvenience for **smoother roads ahead** (at least until next winter… 😉).

Thank you to our DPW team for their continued hard work, and thank you to our residents for your understanding!
