Oil Creek Township, Venango County, Board of Supervisors Meeting
June 9, 2026

ATTENDEES:
Oil Creek Township Board of Supervisors met at the township building on June 9, 2026. Present were supervisors, Jacob Obert, David Wescoat, and Secretary/Treasurer- Michelle Young

I. CALL TO ORDER
The meeting was called to order at 6:30 PM. The meeting was conducted by Jacob Obert

II. MINUTES
Minutes from May 12, 2026, minutes were read by all in attendance. Jacob Obert made the motion to accept the minutes, David Wescoat second; motion carried.

III. NEW BUSINES
Truck & Backhoe Maintenance – Cody Whitman reported that White Dodge Truck is leaking oil and he has to add oil to it every 2,000 miles. A motion was made by Jacob Obert to get a quote to see what it will cost to fix it, David Wescoat second; motion carried.
Backhoe – needs serviced will call Five Star
Massey Fergason is torn apart, Shane McCleary hopes to get it put back together asap.

James & Judy Ongley tap – after much discussion, searching for files, payments, Landmark Excavating, LLC bills etc. there is no file with sewer agreement signed, no proof of payment Judy Ongley said it was paid with cash back when it was installed, but no proof of payment could be found by receipt from Judy or in the Township computer files. Michelle Young found a bill from Landmark Excavating, LLC, dated 10/8/2019 for a hot tap on Shreve Run Road but no name was included on invoice. A motion was made by Jacob Obert to bill Judy Ongley $37.00 per month starting in June 2026, second by David Wescoat; motion carried.

QuickBooks Software – Michelle Young reported that the QuickBooks software really needs s someone to look at it and get it to where it needs to be. A motion was made by Jacob Obert to reach out to a QuickBooks expert and get the Township up to date and balanced, second by David Wescoat; motioned carried.

Municibid – David Wescoat brought up that we need to put the following on Municibid - Back Blade Brush Hog, and Plow.

IV. OLD BUSINESS

Pension Plan – An Ordinance to withdraw from the Pennsylvania Municipal Retirement System has been created. The new pension plan will begin January 1, 2027, through PA State Association of Township Supervisors. Public notice was put into the Derrick Online Newspaper, and letters were sent to Amy Smith, Stewart Anthony, and Cody Whitman for their approval. Supervisors signed the Ordinance and will be voted on at the next meeting on July 14, 2026.

Christopher Cook’s pump repair – Michelle Young called Trumbold to get the price of a new grinder pump and a simplex panel box. The cost of the grinder pump is $4,040.00; the simplex panel box is $1,136.00. A letter was sent to Christopher Cook regarding the cost of the simplex panel box for $1,136.00 and the total labor to repair and install the new panel. $30.00 x 6 hours = $180.00. Total billed sent to Christoper Cook was $1,316.00.

Garage update – Jacob Obert reported that all the bids are due back by July 1st.

PUBLICE NOTICE

The Supervisors of Oil Creek Township, Venango County, will hold a public hearing on July 14, 2026, at 6:00 p.m. at the township building, 16835 Shreve Run Road., for the purpose of adoption of Ordinance 1 of 2026. An Ordinance of the Township of Oil Creek, Venango County, Commonwealth of Pennsylvania, electing to withdraw from its Municipal Pension Plan, administered by the Pennsylvania Municipal Retirement System pursuant to Article IV of the Pennsylvania Municipal (Retirement Law); agreeing to be bound by all provisions of the Pennsylvania Municipal Retirement Law as applicable to member municipalities. The new pension plan will be transferred to the PA State Association of Township Supervisors Pension Plan.

The Township intends this Ordinance to be the complete authorization of the Contract withdrawal, and it shall become effective and specifically repeal Ordinance Number 1, 2020, Number 2 Ordinance of 2020 on December 31, 2026, which is the effective date of the Contract withdrawal.

A copy of the proposed ordinance may be examined and/or copied at the township office during regular business hours, Monday through Thursday. This item will be on the meeting agenda to be voted upon at the regular meeting at 6:30 p.m. on July 14, 2026

Oil Creek Township, Venango County, Board of Supervisors Meeting
April 14, 2026

ATTENDEES:
Oil Creek Township Board of Supervisors met at the township building on April 14, 2026. Present were supervisors, Keith Klingler, David Wescoat, Jacob Obert and Secretary/Treasurer- Michelle Young

I. CALL TO ORDER
The meeting was called to order at 6:30 PM. The meeting was conducted by Keith Klingler

II. MINUTES
Minutes from March 10, 2026, minutes were reviewed by all in attendance. Jacob Obert made the motion to accept the minutes, David Wescoat second; motion carried.

III. NEW BUSINES

CDs - Township resident Ken Waddell had questions about why all the CDs. Why are we not using the money to make road improvements and buy new equipment if needed? Jacob Obert and Keith Klingler addressed this. CDs are available if needed. The money was put into CDs to earn interest and for protection. Ken Waddell suggested that the yearly interest be put back into the regular account, except for Liquid Fuels, everyone agreed.

Road Maintenance – Discussion with Cody Whitman and Supervisors on Hasbrouck Sand & Gravel having a sale on #57 for $10.00 per ton. Michelle Young will call Buddy from PennDot tomorrow to see if we can use that cost instead of the Bid amount of $16.69. The gravel will be housed at a couple different places. Ken Waddell’s, Gravel Pit and at the Township. Cold Patch is needed on Kunz & Fleming Roads. Several culvert pipes are needed, Cody Whitman reported that Interstate Pipe Supply have them on sale right now. Keith Klingler made the motion to set an amount of $15,000.00 to purchase these pipes, Jacob Obert second; motion carried.

Noble Environmental – Michelle Young gave the report on what it would cost to switch from Waste Management the current garbage service, to Noble Environmental. Waste Management recently raised the price from 88.08 to $105.69. Noble Environmental will be $ 46.00 per mon. Keith Klingler made the motion to approve the switch to Noble Environmental, Jacob Obert second: motion carried.

Paving Project Bids: There were 7 paving companies that submitted bids. They were reviewed at the COG meeting on March 19, 2026, the following are the companies and their bid amounts. Protech was awarded the bid, Keith Klingler made the motion to except the bid, Jacob Obert second; motion carried.

Handbook - Cody Whitman wanted an explanation on when benefits started, at the Reorganization Meeting in January, it was voted that the benefits would start in January of ea. Calander year. The handbook needs to be updated, so everyone has the same copy.

IV. OLD BUSINESS
Aggregate Bid letters were mailed out to 5 companies Hasbrouck Sandy & Gravel, Hawbacker, IA Construction, Allegheny Aggregate and Cooperstown Sand & Gravel. The low bid went to Hasbrouck Sand and Gravel, for all aggregate needed. Keith Klingler made the motion to approve the low bid, Jacob Obert second; motion carried.

Garage Update – Jacob Obert gave the update, the price of metal has gone up to .69 cents per foot. Our Solicitor Nathaniel Schmidt was at our meeting; he suggested that whoever does the work should have a certificate of insurance. Some suggestions on the roof were to use spray foam for insulation. The work has not been scheduled.

Part-Time Sewer Help – Jacob Obert is going to reach out to Shane McCleary to go over the pay scale with him, $25.00 per hour to do the sewer & 811 calls, and $22.50 to help Cody with the roads and miscellaneous other jobs. Jason Rutherford will still be the person to call for the lift stations.

Vent for Shed – Jeff Presto Fire Chief of the PVFD got a cost of $200.00-$300.00. A motion was made by Jacob Obert to give the PVFD a $200.00 donation and have Jeff Presto purchase this for us, Keith Klingler second; motion carried.
