On Tuesday April 7th, 2026 the Barnstable Police Department swore in 3 new patrol officers who will begin field training on April 8th 2026. The 3 new officers recently graduated the Plymouth Police Academy and are the departments first non-civil service academy graduates since our removal from civil service in 2025. Below are brief bios on the 3 new officers.
Katelyn Beddia
Officer Katelyn Beddia was born in Leominster, Massachusetts and attended Oakmont Regional High School in Ashburnham, Massachusetts. After High School, Officer Beddia attended Westfield State University where she made the Dean’s List all 4 years and obtained a Bachelor’s Degree in Criminal Justice. Officer Beddia graduated in 2025 with a 3.99 GPA and was part of the Criminal Justice Honors Society while double minoring in Writing and Spanish. Additionally, Officer Beddia received her EMT certification and was a member of Westfield State University Track and Field team.
During College, Officer Beddia was a Community Service Officer for the Provincetown Police Department for two years. While at the Plymouth Police Academy, Officer Beddia was awarded the top Academic Achievement Award, an award given to the student officer with the highest academic performance. Officer Beddia will begin her field training on the evening shift.
Joshua Lovely
Office Joshua Lovely was born in Hyannis, Massachusetts and raised in Harwich. Officer Lovely attended Monomoy Regional High School. After high school, Officer Lovely attended Fitchburg State University and obtained a Bachelor’s Degree in Criminal Justice. Officer Lovely graduated Fitchburg with a 3.91 GPA and was the captain of the Men’s Club Lacrosse Team. He is currently pursuing his Master’s Degree in Criminal Justice from Fitchburg State University.
Officer Lovely was a Community Service Officer for the Barnstable Police Department from 2023 – 2025 and was one of the few selected to extend the seasonal CSO employment into the Fall. As a CSO, Officer Lovely received the Hyannis Main Street Business Improvement District Citizens Award. Upon completion of the Plymouth Police Academy, Officer Lovely received the 100% Award, an award selected by the academy staff and given to the officer who gave 100% 100% of the time. Officer Lovely will begin his field training on the dayshift.
Rebecca Tatzel-Mandel
Officer Rebecca Tatzel-Mandel was born and raised in Dallas, Texas. Officer Tatzel-Mandel joined the United States Army in 2002, became a Military Police Officer, and received an honorable discharge after her service. In 2020, Officer Tatzel-Mandel became a Paramedic/Firefighter for the Hyannis Fire Department where she received both the Life Saving Award and Community Service Award. While at Hyannis Fire Department, Officer Tatzel-Mandel assisted with starting the Cape and Islands Youth Fire Setter Intervention Program as the Group B manager. Officer Tatzel-Mandel also served as a Tactical Emergency Medic on the Cape Cod Regional Law Enforcement Council SWAT Team.
Officer Tatzel-Mandel was the class president of her Plymouth Police Academy class and received the Top Physical Fitness Award. She will begin her field training on the midnight shift.
