Silver Alert Issued – Missing Endangered Person

Plymouth Police Department – Plymouth
Date: April 20, 2026

The Plymouth Police Department is requesting the public’s assistance in locating a missing endangered individual, Wilbur White.

On Monday, April 20, 2026, at approximately 1:00 p.m., officers were notified that Mr. White had not returned home as expected. According to a family member, Mr. White left his residence at approximately 10:30 a.m. stating he was going to Food Lion and would return within approximately 20 minutes. He has not been seen since.

Description of Missing Person:

• White male
• Approximately 6’00” tall
• Approximately 180 pounds
• White hair and white facial hair

Last Known Clothing:

• Blue pants
• Blue coat
• Blue and white Hawaiian-style short sleeve shirt

Vehicle Information:

• Silver 2010 Toyota Camry
• North Carolina registration: BAR-5347

Mr. White is considered endangered due to medical conditions that may impair his cognitive abilities. He may be without necessary medication. Additionally, he has difficulty walking, typically uses a cane (which was left at home), and may have difficulty speaking and hearing.

Officers have checked local businesses and surrounding areas within the town but have been unable to locate Mr. White. He has been entered into NCIC, and a BOLO has been issued to surrounding agencies.

Anyone with information regarding the whereabouts of Wilbur White is urged to contact the Plymouth Police Department at (252) 793-4680 or call 911 immediately.

Promotions ‼️

Please help us congratulate Deputy R. Gaskins and Deputy P. Minton on being promoted to Patrol Corporal today. Patrol Corporals are First-line or entry level supervisors that oversee a shift or squad. Both Corporal Minton and Corporal Gaskins have worked here at Washington Co Sheriff's Office for approximately 2 years and they both brought over 3 years of prior law enforcement experience with them. Congratulations to you both !!!

Please help us welcome our newest Deputy. Alex Young was sworn in today and will be starting Basic Law Enforcement Training (BLET) next week. Deputy Young has previously worked for 1 year in our Detention Center and had just completed Detention Officer Training in March. Deputy Young expressed his interest in becoming a Deputy when he was first hired as a Detention Officer and he has worked hard to earn this opportunity.

HOMICIDE INVESTIGATION

Plymouth, North Carolina – On Thursday, April 2, 2026, at approximately 1:34 a.m., officers with the Plymouth Police Department responded to the area of Latham Avenue after hearing multiple gunshots. At nearly the same time, Washington County Communications began receiving multiple 9-1-1 calls reporting the incident, including one advising that an individual had been shot at 110 Latham Avenue.

Upon arrival, officers located Devonelle Brimage, a 36-year-old male, unresponsive and suffering from apparent gunshot wounds inside a vehicle parked in the driveway of the residence. A second victim, Avione Linquad Webb, a 38-year-old male, was located in the rear seat of the vehicle also suffering from apparent gunshot wounds. An 8-month-old child was also present in the vehicle at the time of the incident.

After securing the scene, Washington County EMS arrived and began life-saving measures. Mr. Brimage was pronounced deceased at the scene. Mr. Webb and the infant were transported to Washington Regional Medical Center. Mr. Webb was later transferred to ECU Health Medical Center in Greenville, North Carolina, for further treatment. The infant was treated for non-life-threatening injuries and has since been released.

This incident remains under active investigation. The Plymouth Police Department is being assisted by the North Carolina State Bureau of Investigation and the Washington County Sheriff’s Office. Chief Banks extends his appreciation to the Martin County Sheriff’s Office for their prompt response and assistance during the initial stages of the investigation.

News Release

On March 12, 2026 at approximately 1am Washington County Deputies and Plymouth Police Officers responded to a "Shots Fired" call at the 1100 block of Roosevelt Avenue in Plymouth. Once on scene, a juvenile (age 16) was found suffering from 2 gunshot wounds. The victim was rushed to Washington County Regional Hospital but later died from his injuries. NCSBI (State Bureau of Investigations) is assisting with this ongoing investigation. If anyone has any information regarding this case please call Washington County Sheriff's Office. Our Heartfelt condolences to the family of this young man.

‼️UPDATE: At 9pm on March 12, 2026 Mr. Keontae Saunders turned himself in to Washington County Sheriff's Office without incident.

News Release

On Tuesday, March 10, 2026 at approximately 8pm Washington County Sheriff's Office received a call in reference to "Shots Fired" on Wilkins Farm Road in Plymouth. Once Deputies arrived on the scene they located a vehicle with multiple bullet holes in it. The Investigation has revealed two gunshot victims; Robmez Lewis (age 20) and a juvenile. Both were treated at Washington County Regional Hospital for serious gunshot wounds.
During the Investigation Keontae Saunders was identified as a suspect. As of March 12, 2026 Warrants are on file for Mr. Saunders (age 22) for 2 (two) counts of Attempted Murder and other weapons charges. Press Release Kidnapped Child Located

On 03/10/2026 after being notified by Los Angeles Sheriff’s Department and DCFS from LA, Sgt. Quintana along with SRO’s Tate and Scolaro from Washington County Sheriffs Office located a 11-year-old female child that had been kidnapped on 06/02/2020 from Los Angeles County in California.

With the information provided to the Washington County Sheriff’s Office Deputies were able to determine that the child was enrolled in Washington County Schools under an alias name. After working in combination with multiple agencies from NC to California the child was taken into protective custody, and is SAFE!

These are very rare occurrences to have such a positive outcome on such an old case as this, but it reminds us that through hard work, and dedication, and cooperation. Stories with positive outcomes like these can happen.

Due to the age of the child, and current investigations underway no more information is available at this time and her name is being withheld for privacy reasons.

Washington County Sheriff’s Office would like to thank the multiple agencies from California and here in NC for the assistance and cooperation in this.
