Notaries public first developed in the Roman Empire. The word notary comes from the Latin word nota. Nota was a system of short-hand used to transcribe speeches. From there they expanded to include other "scribes," and as they expanded the government started to dictate and manage their fees and duties. This eventually evolved into the position Notaries have today.
