🚧 Community Cleanup Success 🚧

On June 10, 2026, Clallam County Jail's inmate worker program, CREW, partnered with the Clallam County Roads Department to clean up an abandoned camper trailer located at the Highway 101 Park & Ride near Deer Park Cinema.

If this location sounds familiar, that's because we've been here before. Apparently, the memo didn't get out that it's intended for travelers—not as a long-term storage facility for abandoned trailers and mountains of trash.

The CREW removed all contents from the trailer, including drug paraphernalia, hundreds of discarded syringes, and other hazardous materials, all of which were safely collected and properly disposed of. They also cleaned the surrounding parking lot and nearby areas, picking up everything from everyday litter to an abandoned oven. By the end of the project, the crew had collected 10 full garbage bags of trash and removed approximately 3,300 pounds of debris from the trailer and surrounding area.

The inmate workers put in a full day of hard work and took pride in making sure the area was left clean and safe for the public. Their efforts helped remove a significant amount of waste and potential hazards from an area used by community members every day.

We appreciate the hard work and dedication shown by the CREW members and thank everyone involved for helping keep Clallam County clean.

DEPUTIES PURSUE STOLEN VEHICLE, SUSPECT ARRESTED

On June 16, 2026, at approximately 3:00 p.m., Clallam County Sheriff’s Deputies responded to a report of an erratically driven vehicle east of Sequim. The vehicle was confirmed to be a truck reported stolen from Port Angeles.

Deputy Loucks located the stolen truck traveling eastbound near Highway 101 and Palo Alto Road. While following the vehicle, he observed it swerving and failing to maintain its lane, leading him to believe the driver may have been impaired.

When Deputy Loucks activated his emergency lights and siren, the driver refused to stop and continued driving recklessly eastbound on Highway 101 at speeds ranging from 30 to 50 mph. Due to the danger posed to the public, deputies made the decision to use a Pursuit Intervention Technique (PIT) maneuver to safely stop the vehicle.

The PIT maneuver was successfully performed, bringing the truck to the shoulder of the roadway. Deputies, along with a Washington State Patrol Trooper, safely took the driver into custody.

The driver was identified as Martin C. Swagerty, 31, of Port Angeles. He was arrested and booked into the Clallam County Jail for:

• Attempting to Elude a Police Vehicle (Class C Felony)
• Possession of a Stolen Vehicle (Class B Felony)

The Washington State Patrol conducted a DUI investigation and is expected to pursue an additional DUI charge.

STREET-LEVEL DRUG DEALER ARRESTED IN OPNET-LED OPERATION

On June 15, 2026, the Olympic Peninsula Narcotics Enforcement Team (OPNET), in partnership with the Clallam County Sheriff’s Office and Port Angeles Police Department, conducted an operation targeting drug activity in downtown Port Angeles.

During the operation, detectives located a vehicle in the 100 block of E. 3rd Street that had been the subject of numerous complaints involving suspected drug activity. Investigators observed behavior consistent with street-level drug sales and coordinated enforcement actions that resulted in multiple arrests and the seizure of suspected narcotics, weapons, and drug-related items.

A 52-year-old Port Angeles man was arrested for Possession of a Controlled Substance after deputies recovered suspected fentanyl during a traffic stop related to the investigation.

Following additional surveillance, law enforcement contacted occupants of the suspect vehicle and executed a search warrant. Investigators recovered:

• Approximately 2.64 grams of suspected fentanyl chalk
• A digital scale with residue
• Various pills and methadone bottles
• Drug paraphernalia
• Multiple weapons, including revolvers, a large fixed-blade knife, and a hatchet
• Police scanners commonly used to monitor law enforcement activity

As a result of the investigation, 44-year-old Daun L. Layton was booked into the Clallam County Jail for Delivery of a Controlled Substance. The investigation remains ongoing, and additional charges may be filed.

All charges are allegations. Every person is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

The Olympic Peninsula Narcotics Enforcement Team (OPNET) is a multi-agency team dedicated to the enforcement of narcotics laws and violent crime in Clallam County and Jefferson Counties. Participating agencies include the Clallam County Sheriff’s Office, Port Angeles Police Department, Sequim Police Department, United States Border Patrol, Jefferson County Sheriff’s Office, and the Port Townsend Police Department. OPNET’s primary focus is removing drug dealers from our community by identifying, locating, apprehending, and prosecuting offenders who deliver illegal narcotics such as he**in and methamphetamine.

The Clallam County Sheriff's Office is proud to participate in the 2026 Law Enforcement Torch Run for Special Olympics Washington on Friday, June 26th.

The Torch Run will begin at 7:00 a.m. at Laird's Corner in Port Angeles, with law enforcement officers, corrections staff, community members, and Special Olympics supporters carrying the Flame of Hope through Clallam County.

We invite the public to come out and cheer on the runners and join us at two special community participation points along the route:

⭐ 8:30 a.m. – Port Angeles Waterfront
Join Sheriff Brian King, Port Angeles Police Chief Brian Smith, Lower Elwha Police Lieutenant Jimmy Thompson, Special Olympics athletes, and their families for a community walk along the waterfront.

⭐ 12:45 p.m. – E. Fir Street & N. Blake Avenue, Sequim
Join Sequim Police Chief Mike Hill, Special Olympics athletes, and their families as they walk through Carrie Blake Park and help carry the Flame of Hope into Sequim.

The Law Enforcement Torch Run is the largest public awareness and fundraising event benefiting Special Olympics Washington. For many local athletes, the purchase of Torch Run shirts and donations made through fundraising pages are the primary source of funding that helps provide year-round sports training, competitions, health programs, leadership opportunities, and unforgettable experiences.

⚠️ SCAM ALERT – CLALLAM COUNTY RESIDENTS ⚠️

The Clallam County Sheriff's Office is warning residents about an ongoing phone scam that has been reported throughout the county over the past several weeks.

The caller is impersonating law enforcement personnel, often identifying themselves as Sgt. John Keegan, a deputy, sergeant, or lieutenant with the Clallam County Sheriff's Office. The scammer tells victims they have a legal issue, missed jury duty, or have a warrant for their arrest.

In a recent report, the scammer instructed a resident to withdraw $6,000 from their bank account to resolve the alleged warrant. When the resident stated they did not have that amount available, the scammer asked how much money they did have and claimed the courthouse bail payment system was down. The scammer then offered to meet the resident in the Courthouse parking lot to collect the money.

🚨 THIS IS A SCAM.

The Clallam County Sheriff's Office will never call you and demand money, ask you to withdraw cash, request gift cards, cryptocurrency, or arrange to meet you to collect payment for warrants, jury duty violations, or other legal matters.

While these stories may sound unbelievable, scammers have become increasingly sophisticated and convincing. Unfortunately, people across the country continue to lose money to these schemes.

✅ If you receive a call like this:
• Hang up immediately.
• Do not provide personal or financial information.
• Do not send money or withdraw cash.
• Contact the Clallam County Sheriff's Office directly using a trusted phone number to verify any claims.

We appreciate the residents who have taken the time to call the Sheriff's Office to verify these suspicious calls. Their vigilance has helped prevent others from becoming victims.

The Clallam County Sheriff's Office is proud to recognize County Facilities employees Ralph Parsons and Christopher Mahr with a Commendation Award for their exceptional service and dedication in support of the Clallam County Jail.

As County Facilities workers, Ralph and Christopher have played a vital role in helping modernize and improve our 46-year-old correctional facility. Over the past year, they have consistently gone above and beyond their regular duties to complete numerous projects that have enhanced jail operations and improved working conditions for staff.

Among their many accomplishments, they helped convert storage into an employee's Fitness Room, transformed former office space into functional Clinical Services work areas, coordinated the movement of furniture throughout the facility, and played a key role in creating a new medical examination room through extensive renovation, retrofitting, painting, and fixture installation.

Their professionalism, adaptability, craftsmanship, and commitment to public service have been evident in every project they have undertaken. The improvements they helped make will continue to benefit our staff, inmates, and facility operations for years to come.

This database allows bicycle owners to report missing bikes and search for recovered or found bicycles, helping reunite people with their property.

The Sheriff’s Office Evidence Unit will also post recovered bicycles here when the owner is unknown, so we encourage you to check the website if your bicycle is missing.

OPNET Assists in Arrest of North Carolina Cold-Case Homicide Suspect

In December of 2025, an OPNET detective was contacted by a detective with the Concord Police Department in Concord, North Carolina. The Concord PD detective inquired about local police contacts with 43-year-old Johnny S. Talbert, who was the main suspect in a 2008 double murder in Concord. The OPNET detective, who works for the Port Angeles Police Department, was familiar with Talbert from multiple police contacts with Talbert throughout his career. A check of PAPD records showed approximately 288 contacts with Talbert since the first police contact in Port Angeles in November of 2011, including 14 arrests – two of which were felonies.

On May 21, 2026, the Concord Police Department obtained a fully extraditable warrant for Talbert’s arrest. The warrant lists charges of two counts of First-Degree Murder and one count of Robbery with a Firearm or Other Dangerous Weapon. OPNET detectives assisted in locating Talbert in the 2300 block of W 18th Street, where PAPD officers took him into custody without incident. Talbert is currently being held in the Clallam County Jail, pending extradition.
