Willie Carter Community Outreach Center Our focus is to create a lasting impact on our community. At WCCOC, we’re committed to serving Port Arthur and its surrounding communities.

For 25 years, WCCOC has been a key connection point for recovery in Port Arthur, offering a wide range of services, from 12-Step programs to Peer Recovery Coaching and our Back To School Drive. Our doors are open to everyone—no one is turned away based on where they live. What makes WCCOC unique is our 25 years of success, built not on traditional funding, but through strong, local partnerships wi

thin the community. Our main focus is supporting people at all stages of recovery—both individuals and their families. Over the years, we’ve provided a wide range of services to meet the diverse needs of our community. These include 12-Step programs, multicultural events that celebrate our shared cultures, Peer Recovery Coaching for personalized support, and our annual City-Wide Back To School Drive that helps students prepare for the year ahead.

The Willie Carter Outreach Center was deeply honored to participate in the 2026 SETX Veterans Stand Down at the Port Arthur Bob Bowers Civic Center!

We had the privilege of connecting with so many dedicated organizations whose work centers on serving the veterans who have given so much in service to our country. The compassion, collaboration, and shared commitment present throughout the day was incredibly moving.

Being part of a community that comes together to uplift, support, and honor our veterans is a true blessing. We are grateful for the opportunity to stand alongside others who are committed to ensuring no veteran is left without support, dignity, or care.

🚨 URGENT COMMUNITY NOTICE – FREEZING WEATHER RESPONSE 🚨

Due to the upcoming freezing temperatures, an Emergency Homeless Shelter will open:

📍 603 5th St., Port Arthur, TX
🗓 Friday, January 23
⏰ Will remain open until temperatures rise above freezing

Executive Director, Pat Henderson, will be on site and continuing intake throughout the freezing conditions to ensure no one is turned away.
