The City of Rye Police Department announces the arrest of three individuals following the recovery of a stolen vehicle and a multi-agency search on Tuesday, August 18, 2026.

At approximately 8:35 a.m., Rye Police received an alert from the Westchester County Real Time Crime Center regarding a reported stolen vehicle entering the City of Rye from the Village of Mamaroneck on Boston Post Road.

Rye Police officers located the vehicle, which failed to stop and continued onto Old Post Road before leaving the roadway and becoming disabled in a marshy area near the St. Regis Residences and Playland Access Drive.

Four occupants, two males and two females, fled from the vehicle on foot. Responding Rye Police officers apprehended the two female occupants near the disabled vehicle. After a brief search of the surrounding area, officers located a third suspect between the property lines of Summit Health, formerly known as Westmed, and The Osborn retirement community.

A fourth suspect remained at large, prompting the establishment of a perimeter and a coordinated search of the surrounding area. Officers from the Rye Police Department were assisted by the Rye Brook, Port Chester, Harrison, Village of Mamaroneck and Larchmont Police Departments, the Westchester County Police Department, and the FBI Safe Streets Task Force. Resources deployed during the search included K-9 teams, drone support and a Westchester County Police helicopter.

The fourth suspect was subsequently tracked and located by a Westchester County Police Bloodhound and taken into custody without further incident.

One subject sustained a minor injury as a result of the crash and airbag deployment and was treated by Rye-Port Chester-Rye Brook EMS.

As a result of the investigation:

Jamar L. Smith, 24, of the Bronx, identified as the operator of the vehicle, was charged with Criminal Possession of Stolen Property in the Third Degree, a felony; Criminal Mischief in the Third Degree, a felony; Obstructing Governmental Administration; Reckless Endangerment; and Endangering the Welfare of a Child. Additional charges are pending. Smith was arraigned in Rye City Court and released on his own recognizance.

Kennedie C. Brown, 21, of the Bronx, was charged with Obstructing Governmental Administration and released on a Desk Appearance Ticket.

Tyvaughn D. Holmes, 25, of Brooklyn, was charged with Obstructing Governmental Administration and released on a Desk Appearance Ticket.

A juvenile passenger was identified and released to a family member without charges.

Public Information Officer Detective Sergeant Salguero thanked the surrounding agencies for their assistance and emphasized the importance of the coordinated response.

“We are thankful to all of our surrounding law enforcement partners for their assistance. Incidents like this demonstrate that when our agencies work together, we achieve results that help keep all of our communities safe,” Salguero said.

All defendants are presumed innocent unless and until proven guilty in a court of law.

There are numerous police officers in the area uniformed and plain clothes.
