NAVFAC EXWC This is the official page for Naval Facilities Engineering and Expeditionary Warfare Center In the late 1990s, the Navy began streamlining its shore stations.

Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is a command of 1,300 dedicated men and women who provide specialized facilities engineering, technology solutions, and lifecycle management of expeditionary equipment to the Navy, Marine Corps, federal agencies, and other Department of Defense supported commands. NAVFAC’s only Warfare Center was established in September 2

012 and represents the consolidation of the NAVFAC Engineering Service Center, the NAVFAC Expeditionary Logistics Center, the Specialty Center Acquisitions NAVFAC, and the NAVFAC Information
Technology Center. NAVFAC EXWC represents organizations that have a rich and proud history dating back to May 1942, when the Advance Base Depot, Port Hueneme, was established to train, stage, and supply the newly created Seabees; and 1948 when the Naval Civil Engineering Laboratory (NCEL) was established at Solomons, Maryland, for the testing of commercial equipment used by Naval Mobile Construction Battalions. NCEL expanded into a full spectrum research, development, testing and evaluation center and relocated to Port Hueneme, California, in 1950. In 1993, NAVFAC consolidated NCEL with five major components: the Naval Energy and Environmental Support Activity (established in 1980); the Ocean Construction Project Office (FPO-1) and the Shore Electronics Project Office (FPO-2) - both located in Washington D.C.; the NAVFAC Assistant Commander for Engineering and Design; and the Ocean Facilities Program Office. Naval Construction Battalion Center (NCBC – formerly the Advance Base Depot) with its dual mission as both logistics and mobilization support for the Seabees and host command for base support services, experienced a series of changes. In October 2000, NCBC’s base support mission was realigned to the newly established Naval Base Ventura County, which carries on the proud tradition as the Home of the Pacific Seabees. NCBC’s mission remained dedicated to support the Naval Construction Force and other expeditionary units. In June 2003, NCBC’s name changed to Naval Facilities Expeditionary Logistics Center (NFELC) to better reflect the command’s mission to support the Navy Expeditionary Forces. In 2006, with the creation of the Navy Expeditionary Combat Command (NECC) and NAVFAC’s designation as their primary Systems Command, NFELC expanded its role leading Navy expeditionary logistics support. Today NAVFAC EXWC continues the legacy of these organizations with the motto – ANTICIPATE - INNOVATE - ACCELERATE

EXWC is proud to be a part of this extraordinary project!

U.S. Navy divers do many jobs — including deep-sea salvage, underwater rescue and explosive ordnance recovery.

To enhance the safety and capabilities of Navy divers, the Office of Naval Research (ONR) partnered with Naval Sea Systems Command (NAVSEA) to develop the Deep Sea Expeditionary No-Decompression (DSEND) dive suit.

The goal is to enable divers to work deeper and for longer periods of time — and reduce the risk of decompression sickness, a potentially deadly condition where the inert gas dissolved in the blood and tissues by high pressure forms bubbles as that pressure decreases.

In addition to ONR and NAVSEA, DSEND’s development has involved partners such as Johns Hopkins University Applied Physics Laboratory, the University of Washington Applied Physics Laboratory, Naval Undersea Warfare Center (NUWC), Naval Surface Warfare Center, Naval Facilities Engineering and Expeditionary Warfare Center, and Nuytco Research.

Supporting the Warfighter in the Brutal Cold!

As the U.S. military expands its operational footprint farther into the Arctic, sustaining forces at extreme cold temperatures is no longer optional – it is a strategic necessity.

Under these frigid conditions, most standard equipment fails, water lines freeze, fittings crack, and forward operating capabilities become limited.

To support warfighter needs in these environments, EXWC worked in partnership with the Cold Regions Research and Engineering Laboratory’s (CRREL) Arctic Operations Team, part of the U.S. Army Engineer Research and Development Center (ERDC), for rigorous cold-weather testing of internal and external water connections used in TRICON-based expeditionary systems.

These deployable expeditionary units provide life-support functions, including kitchens, latrines, showers and laundry facilities at forward operating bases.

During testing inside CRREL’s specialized Extreme Cold Chamber, researchers identified top-performing insulation materials and heating methods to prevent water from freezing down to minus 65 degrees Fahrenheit.

Adding this capability to operate in the most extreme conditions expands the viable deployment range of these systems and advances warfighter readiness and capabilities.

Congratulations to the EXWC-supported HighTide Team 4414 Robotics Team! 🎉🤖

The team, comprised of high school students from Ventura County, earned its second FIRST Robotics World Championship title in three years!

FIRST Robotics combines the energy and excitement of a competition with the rigors of science and technology. Teams are challenged to design, build, and program industrial-size robots and compete for awards, while also creating a team identity, raising funds, honing teamwork skills, and advancing respect and appreciation for STEM within the local community.

EXWC has supported HighTide for years through sponsorship and mentorship, helping students connect with naval engineers and pursue internships.

🌊 Harnessing the Ocean’s Power for the Warfighter! 🌊

Five Cal Poly State University San Luis Obispo mechanical engineering seniors briefed EXWC engineers and scientists on their critical design review for an Expeditionary Ocean Power Generator (ExOPG).

The students selected the rather challenging ExOPG as their senior capstone project, with a goal of developing a portable device to produce sufficient electricity from the ocean environment to charge a Marine Corps communications battery.

As the students progressed through their design, they tackled complex, real world challenges such as interpreting ocean resource assessments, selecting materials and designing for an undersea environment, testing prototypes to guide their design, developing and packaging the necessary electronics for battery charging, and interfacing with the customer weekly to ensure project success.

We are seeking an Assistant Operations Officer (AOPS) for Expeditionary Warfare Integration. This EXWC-funded position is an extraordinary opportunity to align your unique skill sets and directly support the mission from Oct. 1, 2026 to Sept. 30, 2027.

📋 In This Role, You Will:

Lead Expansion: Drive EXWC support to expeditionary forces and make critical policy and program recommendations.

Coordinate Support: Develop Requests for Support for forces utilizing EXWC RDT&E, case studies, and other initiatives.

Maintain Vital Engagements: Partner with Naval Construction Groups 1 & 2, Facility Engineering Commands, and other units.

Deliver Technical Capabilities: Coordinate and monitor EXWC support to CPF and assist in leveraging capabilities for troop-led projects (including MEOPT participation).

Operational Integration: Serve as the primary entry point for operational units to request support from EXWC.

Wartime Readiness: Lead EXWC's Wartime Readiness Program and develop essential SOPs for Major Combat Operations.

Build Partnerships: Maintain recurring contact with EXWC LNOs, ERDC, AFCEC, and USMC MCWL to connect stakeholders.

Exercise Integration: Coordinate across technical departments to identify technologies for integration into exercises and attend planning conferences.
