This week, Chief William Worden and Lieutenant Sargente had the privilege of participating in Leadership Day with the 4th-grade students at Hamilton Bicentennial Elementary School.

Chief Worden and Lt. Sargente shared valuable lessons on leadership, responsibility, teamwork, integrity, and the importance of making positive choices both in school and in everyday life.

Today, the second-grade students from East Main Elementary took part in a special walking tour throughout the City of Port Jervis!

Students had the opportunity to visit and learn more about several important community locations, including the Youth Center, Library, Fire Department, EMS, Police Department, and the Court. Along the way, they met many of the dedicated individuals who help keep our community safe, educated, and supported every day.

We always enjoy welcoming our local students and giving them a behind-the-scenes look at the people and places that serve our city. Thank you to East Main Elementary and all of our community partners for helping make today a fun and educational experience for the students!

It is with profound sadness and heavy hearts that the Port Jervis Police Department announces the passing of retired Lieutenant James “Jim” Bisland.

Lt. Bisland dedicated his life to serving the City of Port Jervis with honor, courage, and unwavering commitment. From the day he joined the department on March 3, 1986, until his retirement on December 30, 2014, Jim embodied what it meant to be a true public servant. Over the course of his remarkable career, he served as a Patrol Officer, Detective, Sergeant, and Lieutenant, always leading by example. His service extended beyond his daily duties—Jim was deeply involved in the Police Benevolent Association and proudly served as PBA President, advocating tirelessly for his fellow officers.

Jim wasn’t just respected—he was loved. His leadership was rooted in integrity, fairness, and compassion. He cared deeply about the well-being and safety of the men and women who stood beside him, working tirelessly to ensure they had the training, equipment, and support they needed. Those who knew him will remember his sharp wit, his steady presence, and the warmth he brought into every room. His sense of humor lifted spirits on even the toughest days.

Beyond the uniform, Jim gave so much of himself to the community he cherished. Whether cheering at the Soap Box Derby, taking part in the Cops vs. Kids basketball games, or simply lending a hand where it was needed, Jim connected with people in a way that made them feel seen and valued. He truly lived the spirit of service — both on duty and off.

But above all, Jim was a devoted husband, father, son, brother, and friend. His love for his family was evident in everything he did. He was a man of faith, deep character, quiet strength, and boundless generosity. His legacy will live on not only in the history of this department but in the countless lives he touched throughout his career and in the community he so proudly served.

The members of the Port Jervis Police Department extend our heartfelt condolences to the Bisland family. We hold them in our thoughts and prayers during this difficult time.

Jim will be deeply missed by his family, his friends, his fellow officers, and the entire City of Port Jervis. His legacy of leadership, kindness, and service will never be forgotten.

Today, we pause to honor and remember the brave men and women of the United States Armed Forces who made the ultimate sacrifice in service to our country.

Their courage, dedication, and selflessness will never be forgotten. As we gather with family and friends this Memorial Day, we ask everyone to take a moment to reflect on the true meaning of the holiday and remember those who gave their lives to protect the freedoms we enjoy every day.
