The Port Neches Police Department is comprised of 20 sworn officers, 4 reserve officers, one animal control officer, four school crossing guards and four civilian employees. All are committed men and women dedicated to serving the 13,000 plus citizens and numerous visitors to the city of Port Neches.

Congratulations to Sergeant Eric Heilman on his completion of the Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College (LCC), Class 104!

Sergeant Heilman graduated from LEMIT LCC on Friday, after completing three 3-week modules of comprehensive leadership training. These three 3-week modules were held at Texas A&M, Texas Woman’s University and Sam Houston State University, respectively. As part of the training, participants are required to produce a Leadership White Paper, for which they present an oral defense at the end of the third module. This paper becomes a published research paper accessible and on file in the SHSU library.

Congratulations again to Sergeant Heilman on a job well done!

IS YOUR CHILD’S E-BIKE LEGAL?

Parents: If your child has an e-bike, it is up to you to make sure their e-bike is legal and your child is not violating the law when he or she is riding. We want to help you out, so please take a look at the E-Bike Classifications below. These classifications are per the Texas Transportation Code. Please note that e-bike style can look different than those shown in the chart.

To sum it up:

β€’If your child’s e-bike does not fit the criteria under Class 1, 2 or 3, then IT IS NOT LEGAL FOR RIDING ON THE STREETS OR SIDEWALKS.

β€’If your child is younger than 15 years old and has a Class 3 e-bike, IT IS NOT LEGAL FOR HIM OR HER TO RIDE.

Please review the City Ordinances regarding bicycles (which also apply to e-bikes) and make sure your child know the Rules of the Road when it comes to riding. These ordinances are congruent with State Law.

On April 23, 2026, at around 10:22pm, Officers responded to Matterhorn Apartments regarding a domestic disturbance. Central Dispatch advised officers that a witness reported Jermaine Haynes had assaulted his girlfriend, then grabbed her by the hair, forcing her into a vehicle before leaving the apartments.

Once on scene, Officer Duvail worked with a witness who had the victim's location on her phone. Officer Guerrero also obtained a description of the vehicle, and using our license plate reader technology, he located a vehicle matching the description leaving the area in the specified time frame. He was then able to put out the vehicle's identifying information to surrounding agencies in an attempt to locate.

Officer Dotson with Groves PD located the vehicle and conducted a stop on 8th Ave. in Port Arthur. Sgt. Riley and Officer Guerrero arrived shortly after and the driver of the vehicle, positively identified as 23 year old Jermaine Haynes out of Port Arthur, was placed under arrest. The victim was located in the vehicle and appeared visibly upset and fearful. She was observed to have torn clothing and disheveled hair. While officers were speaking with the victim, Haynes reportedly engaged in behavior that appeared to be an attempt to prevent the victim's cooperation with officers.

Upon further investigation, witnesses reported that Haynes assaulted the victim in the parking lot of the apartments, grabbing her hair and punching her in the back of the head. The victim cried out for help as she was dragged to the vehicle.

Haynes was arrested for Unlawful Restraint and Obstruction/Retaliation and was transported to the Jefferson County Correctional Facility. A protective order was filed.

This case has been filed with the District Attorney's Office.
