**PRESS RELEASE**
On 8/16/26, at approximately 10:30 a.m., officers were dispatched to Ridgewood Apartments on Ridgewood Dr. regarding a naked B/M who had entered an apartment without permission. Central Dispatch further advised the caller stated the B/M was breaking out windows from inside the apartment. Officers arrived on scene and with the assistance of K-9 R***r, they located the suspect hiding in a closet. They successfully took the suspect into custody and arrested him on several charges. He was identified as 21-year-old Dekovin Flanagan, Jr. out of Port Arthur. Due to Flanagan's behavior and demeanor, officers suspected Flanagan was intoxicated on an unknown substance. He was transported to the hospital for medical clearance prior to transport to the jail.
While Flanagan was in the custody of an officer at the hospital, other officers were dispatched at approximately 11:48 a.m., to Matterhorn Apartments on Ridgewood Dr. regarding criminal mischief. Upon arrival, officers observed the glass panels in the front doors of the office had been shattered with rocks. During investigation, officers collected security video and other evidence. It was determined this incident occurred at approximately 10:20 a.m. and the suspect was the same suspect, Flanagan, who was in custody at the hospital. It was also found that Flanagan had then gone to Neches Express and stolen a drink before running out of the store and toward the Ridgewood Apartments where officers arrested him shortly after, as detailed above.
Several hours later, at approximately 2:10 p.m., officers received a call regarding a deceased W/M at Central Maxi Storage on Ridgewood Dr. Officers responded to the scene and located the man, identified as 68-year-old Frank Cameron Imhoff out of Nederland, in the drive between two sets of storage buildings and near his storage unit on the North side of the storage complex. His truck and trailer were located on the South side of the storage complex, near a damaged fence. Evidence collected on scene, as well as evidence collected at the scene from Matterhorn Apartments identified Flanagan as the suspect in this incident as well. Investigators believe that at approximately 10:15 a.m., Flanagan stole Imhoff’s truck while Imhoff was engaged at his storage unit. Flanagan began to drive away, at which time Imhoff attempted to stop Flanagan and was run over by the truck and trailer as Flanagan fled the scene. Flanagan then attempted to drive through the fence on the South side but was unsuccessful. He then fled on foot and subsequently engaged in further criminal activity described above.
Flanagan was finally discharged from the hospital this afternoon and transported to the Jefferson County Correctional Facility where he was booked in on a Murder charge.
