Treasury Releases Additional ARPA Guidance for Smaller Cities

On May 24, the U.S. Department of the Treasury issued additional American Rescue Plan Act (ARPA) guidance for non-entitlement units of local government (NEUs). This guidance applies to smaller cities, typically less than 50,000 in population, which will receive ARPA funds through the state.

The League of Oregon Cities has a page dedicated to providing up- to-date information for Cities on funding and spending guidance. You can find more information here.

Signed into law by President Biden on March 11, 2021, the American Rescue Plan (ARP) allocates $1.9 trillion to COVID-19 relief and economic recovery. Cities in Oregon will directly receive more than $680 million through the Coronavirus Local Fiscal Recovery Fund.

The National Policy Consensus Center (NPCC) is helping local governments foster new leaders, using an innovative civic leadership training model that is available to local governments across Oregon. In a time of changing demographics and complex public challenges, cities and counties need to build a strong and diverse pool of talented leaders for local committees and boards. Those leaders need the skills to work with others to get things done.

Thanks to Governor Kate Brown for visiting Butte Falls - one of our Oregon Solutions projects. Butte Falls is seeking to buy 430 acres of adjacent forestland that completely surrounds the town. The community intends to manage the land locally to mitigate wildfire; preserve drinking water, fish, and wildlife; and to promote economic development, recreation, tourism, and natural resources education. The community forest hopes to serve as a model of resilience and adaptation for other small Oregon communities.

Check out what the City of Hermiston is doing to help their residents get to and from work!

“The goal of this program from the beginning has been to make sure lack of transportation isn’t an obstacle for people to get to their jobs, and we’re really pleased that WORC is providing another option for people,” said Mark Morgan, assistant city manager. “The program is averaging about 20 riders per day to all kinds of workplaces.”

HERMISTON — Ridership in the Workforce On-demand Ride Cooperative (WORC) rebounded in the first quarter of 2021 as more residents used the service to access jobs at grocery, retail, and fast food establishments in Hermiston and the surrounding communities.
