Heather Fischer, Former Mayor of Portland, PA

Heather Fischer, Former Mayor of Portland, PA Former Mayor of Portland. Term Jan 2021 - 2025
Some people talk about helping, other people make it happen. Sitting still never solved anything.

I was appointed to and then voted into a Portland Council seat starting in 2015. I took a hiatus to have my 3rd child in 2018 and when I returned, the role of Mayor was up for grabs. I decided to run and, according to results on the County's website, I received more votes than any other candidate for Mayor since 2013. I believe in transparency and accountability. I believe the public has the right

to be a part of every discussion that affects their way of life, and that their best interests should dictate decisions that are made.

I’m truly happy and excited to be able to share one last positive update from my term....and even more excited for what this will mean for our community moving forward.

Thanks to the support and efforts of U.S. Congressman Ryan Mackenzie and his Northampton County office, my request for $33,742 has been awarded to build a new ADA-compliant ramp for our municipal building. This will provide equal access to local government, our water authority, and our police department.

I joined the Congressman, his office staff, and several others at a press conference yesterday at his Bethlehem office to discuss multiple situations where his support has made all the difference for people like you and me, and for places like Portland.

A huge thank you to Councilman Bruce Cailfi for all of his efforts in obtaining the estimates that made this submission possible.

I hope this post also helps highlight that reaching out to our state and federal representatives can help resolve even the most complicated situations. If you’re not sure whether they can help, just call and ask!

I wanted to take a moment to officially sign off as Portland Mayor. Moving forward, I plan to only use this page to communicate updates on the progress of the Community Garden grant that I was awarded in early 2025, as well as any other projects I may work on as a resident of Portland.

It has been an honor to spend the past four years serving the Portland community - fighting to have the road reopened, assisting local businesses, updating our website, bringing Portland Founder’s Day to life, and overseeing the police department. I truly appreciate the support Portland received from PA State Rep. Ann Flood and U.S. Congressman Ryan Mackenzie. We are fortunate to be part of your districts.

I have enjoyed interacting with as many residents as possible, and once I am able to focus more time on my family, I plan to again pursue a role in local government and hope to have your support. Change only happens when the people we elect have enough integrity to say publicly what they are saying behind closed doors.

Please direct all future messages and/or questions to the returning Mayor, Lance Prator. Best of luck in 2026 - may it be your happiest and most prosperous year yet!

Northampton County gives us the opportunity to recognize individuals that we feel have gone above and beyond. Beth Hamm Duyssen at Slate Belt Chamber was that person for Portland. We cannot thank her enough for her help and on the ground support during the road shutdown. We need chambers like SBC and leaders just like her!

There was an incident on Rt. 611 by the light at the Scenic Route. Cars lined up on the Portland side are reversing and turning around to go back. I do not know if the light is stuck, if there was an accident, or if a vehicle ran the red light on the DWG side, but traffic is backing up. Just a warning for anyone traveling that way. Please comment if you have additional details.

Advance warning to the dually that ignored the stopped school bus with it's flashing lights on Main St and Penna Ave at about 3:55 pm. Bangor school district busses have those cameras now and the fine is listed below.

Failing to stop for a school bus can result in:
$250 fine
5 points on your license
60-day license suspension
Possible camera citation (many PA districts use bus cameras)

Pennsylvania Statute for School Bus Stopping — Title 75 §3345
🔗 75 Pa.C.S. §3345 — Meeting or Overtaking School Bus (PA General Assembly)

This statute explicitly states:
“The driver of a vehicle approaching an intersection at which a school bus is stopped shall stop his vehicle at that intersection until the flashing red signal lights are no longer actuated.”
