Founded in 1975, PACTS is the federally mandated metropolitan planning organization (MPO) for the Portland metro area which includes the City of Portland and 17 other municipalities surrounding it. PACTS employs a continuous, comprehensive, and collaborative transportation planning and funding dialogue with its local, state and federal partner organizations. This collaboration also includes the p

ublic and other transportation providers, transit operators, and transportation interest groups. The PACTS planning process involves consideration of all modes of transportation: automotive road networks, public transit, passenger and freight rail, and bicycle and pedestrian accommodations.
