Multnomah County Department of County Human Services Connecting Multnomah County children, older adults, veterans, and people with disabilities with the services they need to live safe, stable, and healthy lives.

The Multnomah County Department of County Human Services (DCHS) provides support for well-being throughout life. We all benefit when everyone can reach their potential and can fully contribute to Multnomah County. When people and communities lack a solid foundation of social relationships, resources, and opportunities, it becomes hard to weather life’s storms. A recession or ailing parent, for ins

tance, can be catastrophic. In childhood, DCHS supports people by promoting positive parenting and play, pushing for high-quality education for all children, and making sure children have enough to eat in the summer months. In adulthood, DCHS can support a young adult with a disability who wants to live in their own home but is unsure how to pay the rent, we can help someone stay in affordable homes for the long haul, and we provide safety and support for a survivor of domestic or sexual violence. DCHS supports older adults by doing things like helping older veterans navigate the public programs they’ve earned as part of their service, setting up a class at a senior center to keep people healthy, and protecting older or disabled people who are potentially being abused. Our divisions and programs include: Aging, Disability, and Veterans Services (ADVSD), Intellectual and Development Disabilities Services (IDD) and Youth and Family Services (YF) which includes the Schools Uniting Neighborhoods (SUN) Service System, domestic and sexual violence services, Bienestar de la Familia, energy and stabilization services.

During Developmental Disabilities Awareness Month, we’re celebrating the people behind the work and the lives changed along the way.

Before connecting with our Intellectual and Developmental Disability services, Jennifer was living alone in a non-operational RV without stable housing or consistent support. With help from DCHS Supportive Housing Specialist Takiah McCullough, Jennifer secured housing within three months and connected with social services supports. Today, Jennifer lives in an adult care home where she’s thriving, with transportation to medical appointments, church, and shopping.

Stories like Jennifer’s reflect the work of more than 200 team members in our Intellectual and Developmental Disabilities Division who help connect adults and children in Multnomah County to housing, Medicaid-funded services, and community supports.

Last week, the Multnomah County, Oregon Board of County Commissioners honored DCHS Director Mohammad Bader for his more than 30 years of service to Multnomah County.

Mohammad’s impactful tenure leading DCHS began in 2020, just a month before the COVID-19 pandemic. Under his leadership, DCHS built new avenues for social services including rent, food, aging assistance, building the Preschool and Early Learning Division, and so much more.

A proud Palestinian American, Mohammad has been a prominent and compassionate cultural leader within Multnomah County. He openly shared his heart with this community through his poetry, kind words, and his lifelong dedication to serving our most vulnerable neighbors.

Our department is grateful for Mohammad’s passion, commitment and impact to our department and the Multnomah County community. Thank you, Mohammad for your leadership and service at DCHS!

Our Intellectual and Developmental Disabilities Division just wrapped up our 2025 holiday toy drive, delivering gifts to nearly 240 families across Multnomah County!

This year’s effort felt more important than ever. With so many families facing ongoing hardships, seeing our community come together to ensure every child has a reason to smile was truly moving.

Thank you to everyone who contributed! Your generosity turned a challenging season into a celebration for hundreds of our neighbors.
