Arrest Notification:

On May 23, 2026, officers with the Portland Police Department conducted a traffic stop on a vehicle for a traffic violation. Officers made contact with the driver, who was identified as a juvenile male.

During the course of the stop, officers conducted a search of the vehicle and discovered a loaded Micro Draco 7.62mm firearm with two loaded magazines, along with a ski mask and gloves located inside a backpack. Officers also recovered more than 20 THC v**e pens, several grams of suspected ma*****na, and over $800 in cash.

The juvenile was taken into custody and charged with Possession of Schedule VI (Ma*****na) for Resale, Unlawful Possession of a Weapon, and Possession of a Firearm During the Commission of a Dangerous Felony.

The juvenile was transported to the Sumner County Juvenile Detention Center, where he will remain pending a hearing before a Juvenile Court Judge next week.

The charges and allegations referenced in this release are accusations of criminal conduct only and do not constitute evidence. The defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Today, the Department honors Detective Lynn Hicks on the anniversary of his End of Watch — May 22, 1999.

Detective Lynn Hicks dedicated his life to serving and protecting the citizens of Goodlettsville with courage, honor, and commitment. Though 27 years have passed, his sacrifice and legacy are never forgotten. We continue to keep his family, friends, and brothers and sisters in blue in our thoughts today.

Everyone is invited to attend a memorial service in his honor next Wednesday at 10:00 AM. We will meet at 105 S. Main Street in the front lawn, at the Goodlettsville Police Department Memorial, as we come together to remember Detective Hicks and pay tribute to his service and sacrifice.

Gone, but never forgotten.

Arrest Notification:

On May 15, 2026, Portland Police Officers received a BOLO (Be On the Lookout) notification from the Robertson County Sheriff’s Office regarding a vehicle that had fled from deputies during an attempted traffic stop for failure to maintain its lane of travel.

Portland officers later observed the vehicle turning onto Gateview Drive at a high rate of speed. Officers attempted to catch up to the vehicle but temporarily lost sight of it while searching the area.

During the investigation, officers encountered and identified Michael Thomas Stroud, the registered owner of the vehicle in question, walking nearby. Officers subsequently located the vehicle parked in the lot of Gateview Elementary School.

Further investigation revealed the presence of an alcoholic beverage, a THC v**e pen, and synthetic urine commonly used to falsify drug tests inside the vehicle. Officers also discovered a pipe commonly used to smoke methamphetamine in the grass near the area where Mr. Stroud was located.

Officers ultimately determined that Mr. Stroud was operating on a revoked driver’s license and that the vehicle was uninsured.

Mr. Stroud was taken into custody without incident and transported to the Sumner County Jail. He was charged with Reckless Endangerment with a Vehicle, Driving on a Revoked License, Unlawful Possession of Drug Paraphernalia, Falsification of Drug Test Results, Tampering with Evidence, and Financial Responsibility Law violations.

Bond was set at $30,000.
