ARREST OF SUSPECTS INVOLVED IN SHOOTING INCIDENT
FOR IMMEDIATE RELEASE
August 20, 2026

On August 19th, 2026, members of the City of Poughkeepsie Neighborhood Recovery Unit and Detective Bureau supported by Poughkeepsie Joint SWAT, FBI Hudson Valley Safe Streets Task Force and United States Marshalls Service conducted an operation to arrest two subjects involved in a shooting incident that occurred on August 1st, 2026, near the intersection of Montgomery Street and South Hamilton Street in the City of Poughkeepsie.

During the early morning hours, a search warrant was executed at 31 South Clinton Street. Later that morning the United States Marshalls Service arrested 18-year-old Randall T. LAWRENCE, of Poughkeepsie, in Norfolk, Virginia. Lawrence has been charged with one count of Criminal Possession of a Weapon in the Second Degree, a Class C Violent Felony and one count of Reckless Endangerment in the First Degree, a Class E Felony. He is expected to be extradited to New York.

In the early afternoon hours, members of the Neighborhood Recovery Unit arrested 22-year-old Keyben LOPEZ, of Poughkeepsie. Lopez was charged with one count of Criminal Possession of a Weapon in the Second Degree, a Class C Violent Felony. Lopez was later arraigned and remanded to the Dutchess County Jail in lieu of bail.

A loaded handgun and other ballistic evidence had been previously recovered. The investigation into the incident remains active and was furthered by the cooperation of the community. 🚨Break the Law, Meet the Tow Claw🚨

⚠️Unregistered. Unlicensed. Uninspected. No helmet. Speeding. Reckless driving. Riding on public sidewalks and through city parks. Unsafe lane changes. No turn signals.

These are just some of the violations getting the attention of our officers during recent enforcement efforts targeting illegal dirt bikes 🏍️ and other unregistered recreational vehicles on City streets.

As you can see, these operators are getting the attention they’ve been looking for — unfortunately for them, it’s coming in the form of multiple tickets and vehicle impounds‼️

These vehicles are not only illegal to operate on public roadways, sidewalks, and park property — when operated recklessly, they create a serious safety risk for pedestrians, motorists, and the riders themselves.

🚔 Our officers will continue enforcement efforts to address this ongoing quality-of-life and public safety concern.

Congratulations on your retirement, Detective Stecher!!!!

RETIREMENT:

Yesterday Detective Robert Stecher worked his final shift before retiring after 20 years of service to the City of Poughkeepsie. Rob began his career in the Patrol Division before his promotion to Detective. Through the course of his career, Rob served as a Crime Scene Technician, Field Training Officer, Fi****ms Instructor, Defensive Tactics and Reality Based Training Instructor and previously served on the Emergency Services Unit. As a Detective, Rob was previously assigned to the Neighborhood Recovery Unit before being assigned to the Detective Bureau. In addition, Rob served as the Vice President of the PBA and was an annual participant in the Tour de Force, an organization which raises money for the families of Law Enforcement Officers who are killed in the line of duty. On behalf of the City of Poughkeepsie PBA , best of luck on your retirement!

The City of Poughkeepsie Police Department, in partnership with Assemblymember Jonathan Jacobson, will host a Gun Buyback Event on Saturday, June 13 from 11 a.m. – 2 p.m. at Beulah Baptist Church, 92 Catharine Street, Poughkeepsie.
