Established in 2009 and set to expire in 2034, the Eastside Urban Renewal Area (URA) was created to encourage housing and reinvestment, support compatible development, address blight, improve walkability and safety, and strengthen the local economy.
Since its creation, PURA has partnered with residents, developers, nonprofits, and public agencies to advance these goals through projects such as the 2nd Street Duplexes, a container home in partnership with NeighborWorks, and Habitat for Humanity homes at 6th & Glendale. PURA has also acquired and cleared fire-damaged properties, creating build-ready sites for future housing and reducing barriers to redevelopment.
Beyond housing, PURA has supported property improvement and public art efforts and served as a local match partner with the City of Pueblo on a CDOT Transportation Enhancement Grant, helping leverage outside funding for infrastructure and safety improvements along the E. 4th Street corridor.
As part of PURA's educational series on Pueblo's urban renewal areas, it's important to recognize that revitalization in historic neighborhoods is often a long-term process. The Eastside continues to face challenges associated with decades of disinvestment, aging infrastructure, market constraints, and limited redevelopment activity. These conditions can make investment more difficult and often result in lower Tax Increment Financing (TIF) revenues, reducing resources available for reinvestment.
At the same time, progress continues through the efforts of residents, neighborhood organizations, businesses, nonprofits, faith-based groups, community leaders, and public partners committed to the Eastside's future.
Every property returned to productive use, every housing opportunity created, every infrastructure improvement completed, and every grant dollar leveraged contributes to the long-term vision for the neighborhood. PURA remains committed to supporting investment, removing redevelopment barriers, and advancing the goals established for the Eastside URA.
