We run farm equipment and energy supply firms, insurance agencies and financial planning concerns, Internet marketing businesses and many more. We work together to help each of our businesses and our community thrive. We meet monthly over lunch with programs that may include: • Discussions of current and upcoming events • Introductions to new businesses • Presentations from subject matter experts • News about issues related to the town and surrounding area • Mini seminars on best practices in business We gather for informal mixers that are great for networking. Our first Purcellville Business Association luncheon of the year!

Our President, Grant Wetmore, got things started with an introduction to our board members.

After that we heard from Councilman Joel Grewe about the state of business in Purcellville and changes in zoning laws that are coming up in the near future.

Our spotlight speaker was Joan Lehr of Purcellville Copy. She spoke of the numerous services that her business provides to the community and surrounding areas. Joan also spoke of how important it is as locals and local business owners to support each other.

The foundation of any community is a thriving economy of businesses and people who support one another.

Finally, every one was given the opportunity to stand and introduce themselves and their companies to the room.

The Economic Development Advisory Committee (EDAC) will host a business meet and greet and brainstorming session on Thursday September 5th at 6:00 pm at the Purcellville Train Station located at 200 N. 21st Street. Members of the EDAC and business community will discuss ideas for an event series, such as a coordinated “Second Saturday,” to stimulate business activity and attract customers to businesses located in Town.

The LCSO has received reports of a company out of Texas called Sports Media (or a variation of that name) who is contacting local businesses claiming to be selling advertising for Loudoun Valley High School (LVHS). The caller claims the advertising will be placed at the school’s sporting events. LVHS has no connection with this company.

LCSO and officials with The Official Loudoun County Public Schools encourage businesses to verify any advertising opportunities with the respective school before making a payment.

To the PBA, thanks for seeking an update on the Warner Brook Annexation application at your Oct. 9th meeting. That evening, the mayor put Warner Brook onto the Town Council agenda for a yes/no vote on October 23rd, next week, at 7pm. The Town Council would like to hear from you by email. Whether you live inside the Town of Purcellville, or outside of town in the broader Purcellville community, the Warner Brook annexation application will be important to you. Perhaps you believe that smart, slow, measured, and controlled growth should be considered for strengthening Purcellville. Perhaps you are concerned that the no-growth alternative places unsustainable fiscal impacts on Purcellville tax payers and Purcellville utility rate payers. If so, please consider writing an email to Purcellville Town Council members expressing your thoughts regarding the Purcellville Warner Brook Annexation Application. Take a minute to write, this week. [email protected]. Ask your like-minded friends to write as well. The Council will vote on the annexation item next Tuesday, on Oct. 23rd, at the 7pm Town Council meeting. Please consider being there to express your opinions by speaking at the meeting. Bottom line There’s enough potential good from this annexation opportunity to vote yes now, and you can reserve a no for later up until the annexation is recorded in the deed books. Vote no now and Purcellville loses a strategic opportunity forever, yielding development control to the County. Appropriate uses and locations for these uses The mix of uses fit with Purcellville’s character. Convenient facilities for family recreation and youth sports would be welcome. Economic development from sports and event visitors are desirable. More small business opportunities through the mixed commercial and light industrial uses are good for Purcellville. The Town Staff Report on Warner Brook makes these observations about favorable uses. Warner Brook mixed uses also align with the Purcellville comprehensive plan for the area around Hirst Road, Rt. 7 Bypass, and Purcellville Road, where current designated uses are light industrial, mixed commercial, residential, and open spaces. Fiscal impacts to the Town The Town of Purcellville faces fiscal challenges that Warner Brook can help address. With more than $10,000,000 of one-time fees plus $962,000 annual net revenues after allowing $485,000 annually to cover expenses, the Town can mitigate increasing tax rates, or raising utility rates by 57% over the next five years. Exercising control to shape benefits for citizens Through annexation, the Town can manage control over the shape and details of Warner Brook, all the way through rezoning to final approval of a site plan. This control is exercised over time for a smart-growth and slow-growth project. Annexation, rezoning, and site plan approval can take up to three years, where the Town manages control at all times. Yes now still allows for no later Voting yes now still allows for a no vote at later times if data warrant a future denial. Voting no now means having no control over the property forever. Loudoun County would welcome by-right and special exception JLMA-3 uses to expand the County commercial tax base. Collaborate with the family The Warner Family are long time Purcellville residents who want to work with the Town to shape an outcome with greatest benefit to the town. They aren’t developers. When a master developer ultimately becomes involved with the family, the same guiding principles and controls will prevail. Impact challenges Water resources and traffic implications are major challenges that will be addressed. If solutions and mitigation are satisfactory, then the process proceeds. If no satisfactory solutions are agreed to, the process gets denied at that point. The Town maintains control over the course of these impact studies, and the Town approves or disapproves of all mitigation options. Vote yes for Warner Brook Annexation There is much to potentially gain through this annexation application, and there is much to potentially lose by denying this application now. Due process will add further definition to all possibilities, while the Town maintains control over the process and the outcomes. Thank you for your consideration.
