On August 30, 2017, at 4:00 PM, Adams County State’s Attorney Gary Farha announced the dedication of the Kenneth and June Homberger Victims’ Advocacy Room, on behalf of Joe Homberger and Janice Wilson of Harvey’s Furniture.

The Homberger Family are longtime supporters of law enforcement, the Adams County State’s Attorney’s Office, and victims of criminal offenses. They recognize the need for a safe, secure, and comfortable space for those vulnerable individuals who find themselves involved in the criminal justice system.
Farha stated “Because of the generosity and civic mindedness of good people like the Hombergers, we now have a location where victims and witnesses will feel protected and sheltered as our attorneys help them navigate our complex criminal justice system.”

No public funds were used in the renovation of the Victims’ Advocacy Room. The project was funded entirely with donations from private sources.

In conjunction with this dedication Farha is pleased to recognize several members of the State’s Attorney’s Office who have served with great distinction:

Cheryl Ely, Office Administrator, who has worked in the State’s Attorney’s Office for 31 years.
Anita Rodriquez, who has served as an Assistant State’s Attorney for 30 years.
Bob Shackelton, who has volunteered for the State’s Attorney’s Office for 14 years.

Attending the ceremony on Wednesday were Les Post, Chair of the Adams County Board, Kent Snider Vice-Chair of the Adams County Board, Sue Hester, Executive Assistant to the Adams County Board, and former State’s Attorney Tom Leeper.

On July 18, 2017, a Hannibal, Missouri man was found guilty by an Adams County Jury of being an Armed Habitual Criminal and for Aggravated Discharge of a Firearm after deliberating for 18 minutes.
Euron Matthews was charged with possessing a firearm after having been convicted previously of three prior felony offenses. He was also accused of shooting into a moving vehicle that was traveling between the 5th and 6th block of Lind Street on November 12, 2016 at approximately 3:30 AM.
Through the two-day long jury trial, Adams County Lead Trial Attorney Josh Jones presented evidence from multiple officers with the Quincy Police Department. Detective Kris Billingsley testified that he obtained a surveillance video that showed the incident and that Euron Matthews could be seen possessing and firing a gun.
During closing arguments Jones pointed out the similarities between a photograph of the defendant taken at the time of his arrest, a photograph of the defendant from his page and the individual seen on the video. He also pointed out that the defendant had allowed his hair and beard to grow after his arrest. “He is attempting to confuse you,” Jones stated. “It is the same person in every picture, the same person in every photograph, in every video. To suggest otherwise flies in the face of the evidence, the facts, and just simple common sense.”
State’s Attorney Gary Farha praised the work of the Quincy Police Department, Detective Billingsley and Mr. Jones. “Detective Billingsley worked tirelessly to bring a dangerous individual to justice. When convicted felons use fi****ms in Adams County, they should expect the Quincy Police Department and my staff to investigate and prosecute them to fullest extent the law allows.”
The defendant will be sentenced by Judge Charles Burch on August 30, 2017. He must be sentenced to prison for the charge of Armed Habitual Offender and could be sentenced to between 6 and 30 years in prison. He must serve 85% of that sentence. He is facing a prison sentence of between 4 and 15 years for the offense of Aggravated Discharge of a Firearm.

Adams County State’s Attorney Gary Farha in cooperation with Chief Rob Copley and the Quincy Police Department today announced that Steven E. Gavin was arrested and charged with First Degree Murder in connection with the death of Carlous Wires, Sr.

Gary Farha praised the work, dedication and professionalism of the Quincy Police Department. “The officers went above and beyond the call of duty in their investigation of this case. They continued to search for answers when it would have been easier to stop looking. It is important it remember that today is simply the first step in this process. My office will persist in working to bring closure and justice to Carlous Wires, Sr., his family, and our community.”

Steven Gavin has been charged with four counts of First Degree Murder and one count of Armed Robbery. He is currently being held on a five million dollar bond in the Adams County Jail. He is anticipated to make a first appearance on these charges on May 3, 2017 at 10:30 in Courtroom 1A.

These charges, as well as the statements herein, are based upon probable cause and the defendant is presumed innocent unless proven guilty.
