Please see the notice from Quinlan ISD regarding a full-scale emergency exercise that Constable Precinct 4 will be participating in this week.

We appreciate your patience and understanding as this training takes place. Exercises like this are critical to ensuring the safety and preparedness of our schools, first responders, and community members.

⚠️ TRAFFIC & SAFETY ALERT: Full-Scale Active Shooter Training Exercise This Friday (01/09)⚠️ 🚧 ( BE PREPARED FOR INTERMITTENT 3-5 MINUTE ROAD BLOCKS THROUGHOUT MORNING OF JANUARY 9th, 6:30 AM - 12:00 NOON)

Please be advised that the Quinlan ISD Police Department will be conducting a Full-Scale Active Shooter Exercise this Friday morning at the Thompson Middle School campus.

Because this is a large-scale event involving dozens of agencies, we want to ensure our community is prepared for the following:

đźš§ ROAD CLOSURE INFO:

Where: All along Panther Path and the Thompson Middle School area.

When: Friday, from 6:30 AM to 12:00 PM.

What to expect: Frequent temporary roadblocks (lasting 3–5 minutes) throughout the morning.

Access: The Thompson Middle School complex will be closed to everyone except designated participants.

đźš‘ WHAT YOU WILL SEE: Do not be alarmed by the heavy presence of first responders. You will see numerous police vehicles, fire trucks, ambulances, and mobile dispatch centers in and around the campus. This is a controlled training environment only.

A Massive Collaborative Effort
This exercise is a vital part of our commitment to student safety, involving a massive partnership across North Texas. We are proud to work alongside:

Law Enforcement: Hunt County Homeland Security, Quinlan ISD PD, Quinlan PD, Hunt County Sheriff’s Office, DPS, and Pct. 4 Constable.

Emergency Services: South Hunt County Volunteer Fire Departments, AMR, Hunt County Emergency Management, and Hunt Regional Hospital District.

Support Agencies: Caddo Mills ISD PD, Greenville ISD PD, Texas Division of Emergency Management (TDEM), Collin College Emergency Management, and North Texas Landmark Security.

Our Own: QISD Administration and our talented QISD Theater students who are assisting as role players.

A heartfelt thank you to the planning team from Hunt County Emergency Management, the Sheriff’s Office, AMR, Hunt Regional, Quinlan PD, and South Hunt County Fire. Your time and expertise are invaluable in keeping our "Kids First" mission a reality. We can never be prepared enough.

On August 14, 2025, at approximately 6:30 a.m., the Hunt County Sheriff’s Office, assisted by the Texas Department of Public Safety Human Trafficking Division and the Collin County Sheriff’s Office, executed a residential search warrant in the 500 block of North Fifth Street in Quinlan, Texas. The warrant was the result of an Internet Crimes Against Children (ICAC) investigation conducted by the Hunt County Sheriff’s Office Crimes Against Children Division.

The investigation began when an electronic service provider reported to the National Center for Missing and Exploited Children (NCMEC) that an account registered to the suspect had transmitted child sexual abuse material (CSAM) over its servers. NCMEC referred the lead to the North Texas ICAC Task Force for follow-up by local agencies. The Hunt County Sheriff’s Office Crimes Against Children Division received the information, initiated an investigation and based on their findings, obtained a search warrant for the suspect’s residence. During the ex*****on of the warrant, investigators secured additional evidence to support prosecution.

Manual Hernandez, 38, of Quinlan, Texas, was taken into custody and transported to the Hunt County Detention Center. He has been charged with Possession of Child Po*******hy, a first-degree felony.

The Hunt County Sheriff’s Office wants to thank the Texas Department of Public Safety Human Trafficking Division and the Collin County Sheriff’s Office for their assistance in this investigation. The Hunt County Sheriff’s Office remains committed to protecting children and prosecuting those who exploit them to the fullest extent of the law.
