We also ended their electricity sales tax break in the budget, all so YOU don’t get stuck paying their costs.

Yesterday, North Carolina House lawmakers overwhelmingly approved the Regulatory Reform Act of 2026, advancing a wide-ranging regulatory reform package that removes burdensome regulations, protects property rights, expands affordable housing, and supports businesses, workers, and military families. Among its key provisions, the bill does such:

Protects property owners by:

Safeguarding homeowners’ right to display the U.S. and N.C. flags by limiting unreasonable HOA and condominium restrictions.
Giving developers additional time to preserve vested development rights following emergency declarations, helping communities recover and rebuild after disasters like Hurricane Helene.

Expands housing opportunities by:

Allowing accessory dwelling units (ADUs) in larger municipalities, creating more affordable housing options while preventing unreasonable local restrictions and fees.
Making it easier to redevelop vacant or underused commercial and industrial properties into housing in our largest urban counties, increasing the housing supply where it is needed most.

Supports businesses and workers by:

Giving qualifying military-owned businesses more time to file annual reports during and after deployments while waiving associated filing fees.
Creating voluntary portable benefit accounts so independent contractors can keep benefits like health insurance and retirement savings as they move between jobs.

Rebuilding western North Carolina remains a top priority. The state budget builds on North Carolina’s long-term commitment to the communities devastated by Hurricane Helene by providing hundreds of millions of dollars to help families return home, restore infrastructure, and strengthen the region’s communities.

The budget invests more than $700 million in ongoing recovery efforts, including:

$450 million to meet state and local requirements for federal disaster recovery programs, including FEMA Public Assistance and Hazard Mitigation grants.
$65 million for FEMA-ineligible local government capital projects, including up to $30 million for volunteer fire departments.
$43 million for nonprofit housing and private road and bridge recovery projects.
$40 million in temporary relocation assistance to help displaced families return home more quickly.
$22 million for state-supported private road and bridge repairs.
Support for infrastructure reconstruction, local governments, wildfire preparedness, dam repairs, and regional tourism as communities continue to recover.

I am truly pleased to see the Governor signed HB133, NC Farmland and Military Protection Act into state law. This will help protect our rural lands in North Carolina from foreign Governments and keeps our military bases safe!

-Keeping the lights on and preventing price hikes by not retiring existing power plants before reliable replacement power is available.
-Protecting our national security from foreign adversaries controlling data centers.
-Defending private property rights by banning the use of eminent domain to acquire land for data center developments.
