Hot-the-press news on the NC election “reform” bill the NCGA have been working on!
(Normally, our focus is on county and municipal government, but occasionally things happen at the state level that affect us, too.)
The NC Senate Elections committee posted a new version of the HB 958 election bill today (v7) that looks to make it less noisome than ever. Notably, the provision enabling the Executive Director of the NCSBE to convert seven professional staff postions to be political appointees is gone…along with a lot else: v7 is only 16 pages long compared to 37 pages for the v6 passed by the House.
They have added a provision to shorten Early Voting by a week for Primary Elections, which seems reasonable given their materially smaller turnout.
For those following along at home, this legislation started out as a veritable Frankenstein monster—the original version included a ban on ranked choice voting, a ban on using paid petitioners to collect ballot access signatures that would have made it nearly impossible for independents to run for partisan offices or new parties to be recognized in NC, and a provision enabling up to 25 NCSBE staff positions to be converted from professional staff to political appointees. All that’s gone now, along with a myriad of other unwonted partisan “reforms.”
Still a fluid situation as the two versions will need to be reconciled before the legislation can go to the governor for his signature (or veto). But for now, thanks to leadership in the NC House and Senate for pursuing a path that has made this legislation way less awful than it was originally.
