According to North Carolina’s 2020 Civil Legal Needs Assessment:

More than 2 million low-income North Carolinians were eligible for the services of legal aid providers in 2018.

Seventy-one percent of low-income families will experience at least one civil legal problem in a given year.

Eighty-six percent of these legal needs go unmet because of limited resources for civil legal aid providers.

In 2025, NC IOLTA (North Carolina Interest on Lawyers’ Trust Accounts) invested $12M in for low-income individuals and families across the state — at no cost to attorneys, their clients or taxpayers.

The North Carolina State Bar is hiring a Clerk of the Disciplinary Hearing Commission. This is a unique opportunity to work with the independent tribunal charged with resolving claims of lawyer misconduct, as well as facilitate other critically important functions of the North Carolina State Bar.

What We’re Looking For:
• An individual who has experience working in the legal profession, including significant familiarity with civil litigation, the Rules of Civil Procedure, and the court system.
• Excellent organizational, writing, and communication skills, including drafting orders and correspondence.
• An individual who is meticulous, proactive, and can work independently.
• Tech-savvy and comfortable with platforms like Adobe, Zoom, and Microsoft Office; experience or comfort working with North Carolina’s Enterprise Justice (Odyssey) e-filing system and other new databases is preferred.

NC IOLTA (North Carolina Interest on Lawyers’ Trust Accounts) is celebrating the impact of recipients of our 2025 Administration of Justice grants, which seek to improve the administration of justice in North Carolina through a variety of programs that have a statewide impact or provide seed funding to pilot an innovative program in a local area.

The Religious Coalition for a Nonviolent Durham brings together people of faith and goodwill to reduce community violence and support those affected by the criminal legal system, operating through vigil ministry for homicide victims, re-entry support for formerly incarcerated individuals and restorative justice initiatives.

In 2025, RCND was awarded a $55,000 Administration of Justice grant to support the Restorative Justice Durham project, an alternative process in Durham’s criminal-justice system to repair harms by engaging everyone affected in community-based practices of accountability and repair.

Established by statute in 1995, North Carolina Dispute Resolution Commission — an NC IOLTA (North Carolina Interest on Lawyers’ Trust Accounts) 2025 grantee — is charged primarily with certifying and regulating private mediators who serve the courts of the state. NC DRC also recommends policy, rules and rule revisions relating to dispute resolution in North Carolina’s courts; provides support to court-based mediation programs; certifies mediation training programs; serves as a clearinghouse for information about court-based mediation programs; and assists other state agencies interested in or providing dispute-resolution services to their constituencies.

In 2025, NC IOLTA awarded a $100,000 Administration of Justice grant to NC DRC to support the second year of a pilot program providing Criminal District Court mediation at no cost to participants. Programs offering dispute-resolution techniques and alternatives, such as this one, help to reduce the number of cases on the docket, thereby lessening the burden on the court system.

A message from North Carolina State Bar President, Katherine A. Frye.

On Friday, May 22, two North Carolina lawyers, Mary Harris and Jeffrey Whitley, were shot outside of the Wake County courthouse in Raleigh following a hearing. Thankfully, they both survived and are now on the path to recovery. The alleged shooter, who was the opposing party in the hearing, was arrested and charged with two counts of attempted murder. The entire Bar sends support and encouragement for Mary and Jeffrey’s quick and full recovery.

Violence against lawyers, judges, and other legal staff is a direct assault on our justice system and the administration of justice. Those who dedicate their careers to guiding others through the legal system should never have to fear for their safety simply for doing their jobs. We unequivocally condemn any threat, act of intimidation, or violence against legal professionals.

The State Bar is in communication with Mary and Jeffrey’s law firm and will assist in any way we can. In the wake of a crisis or traumatic event, it is crucial to remember that you do not have to navigate the aftermath alone. Trauma does not discriminate, and the emotional toll of our profession can be overwhelming, even when simply doing our jobs. The North Carolina Lawyer Assistance Program (NC LAP) provides strictly confidential triage, support, and crisis debriefing services designed specifically for legal professionals. Another NC IOLTA (North Carolina Interest on Lawyers’ Trust Accounts) 2025 grantee providing dispute-resolution techniques and alternatives that lessen the burden on the court system is the Mediation Network of North Carolina, which offers constructive processes for conflict resolution that are designed to strengthen relationships and build connections — empowering people to resolve conflict peacefully with productive communication and mutual respect, without court involvement.

In 2025, MNNC received a $39,000 Administration of Justice grant to support mediation centers across the state and its Criminal District Court mediation services, which address misdemeanor criminal cases where the court has determined that mediation is an appropriate option.

NC IOLTA (North Carolina Interest on Lawyers’ Trust Accounts) is proud of the impact of our 2025 grant recipients! This week, we’re celebrating the final category of our Administration of Justice grants: programs that provide a range of dispute-resolution techniques and alternatives that reduce the number of cases on the docket, thereby lessening the burden on the court system.

Dispute Settlement Center — founded in 1978 as North Carolina’s first community mediation center — helps individuals and groups navigate conflict, build understanding and strengthen connections through approaches including mediation, facilitation, restorative practices, education and training.

In 2025, DSC was awarded a $50,000 Administration of Justice grant to support restorative justice processes in Orange County.
