Founded in 1945, the North Carolina Department of Insurance Investigations Division is the oldest fraud investigations unit in the nation. The Fraud Control Group consist of three divisions: Criminal Investigations, Criminal Legal Services and Bail Bond Regulatory. The Fraud Control Group investigates fraud matters involving insurance consumers and any entity or individual regulated by the Departm

Retired Criminal Investigations Director Chet Effler, Special Agent in Charge Percy Crutchfield, and Special Agent Trey Warner recently volunteered their time away from their regular duties to support National Police Week activities in Washington, D.C., honoring law enforcement officers who made the ultimate sacrifice.
Each year during National Police Week, the Fraternal Order of Police hosts the National Peace Officers’ Memorial Service on the West Front of the United States Capitol. The annual service brings together law enforcement officers, survivors, and members of the public to pay tribute to fallen heroes and honor their legacy of service and sacrifice.
Thank you to all who continue to support and remember our nation’s fallen officers.

Congratulations, Joyce on this prestigious award! The presenter, Jerry Coble, is one of our Special Agents assigned to our Fire Investigations Unit who also serves as a board member on the International Association of Arson Investigators NC.

Last night Board Member Jerry Coble attended Person High School Scholarship Banquet in Roxboro, NC to present Jayce Fletcher the 1st place 2026 Academic Scholarship.

These academic scholarships that are given each year is a benefit to our members that is extended to their children graduating high school.

It’s Contractor Fraud Awareness Week, and with hurricane season beginning June 1, Insurance Commissioner Mike Causey reminds North Carolinians to be cautious when hiring contractors after a storm.

Before hiring a contractor for repairs:

✔️ Verify the contractor is licensed and insured
✔️ Get estimates and contracts in writing
✔️ Never pay the full amount up front
✔️ Be cautious of high-pressure sales tactics
✔️ Contact your insurance company before starting major repairs

After a storm:
📸 Take photos of damage
🧾 Keep receipts for temporary repairs
📞 Report suspected fraud or scams immediately

Some of our NCDOI Special Agents from the western part of the state recently attended an information-sharing meeting hosted by the SBI’s Information Sharing and Analysis Center (ISAAC) at the Western Carolina University campus sponsored by Duke Energy. The event brought together state and local professionals to exchange insights and discuss operational effectiveness. During the workshop, our Special Agent Chase Foss had the opportunity to highlight current fraud trends and discuss the resources the Department of Insurance offers in the ongoing fight against fraud.

Our Criminal Investigations Division assisted Anson County Sheriff's Office - N.C. and North Carolina State Bureau of Investigation in the investigation and arrest of Morven Fire Chief William Stubbs.
Our NCDOI Fire Investigation Unit conducted fire scene exams, helped with suspect/witness interviews, and provided technical assistance in obtaining search warrants for digital records.
We appreciate our partnership with state and local agencies across North Carolina to fight fraud, combat corruption, and protect North Carolinians.

Anson County Sheriff’s Office Announces Arrest of Morven Fire Chief

Anson County, NC — The Anson County Sheriff’s Office reports the arrest of William N. Stubbs on April 27, 2026, following an investigation conducted by the Sheriff’s Office.

Mr. Stubbs has been charged with the following offenses:
•Possession of a Firearm by a Convicted Felon
•Felony Conspiracy (3 counts)
•Felony Trafficking in Opioids
•Felony Malicious Use of Explosives Causing Property Damage (2 counts)

Following his arrest, Mr. Stubbs was transported to the Anson County Magistrate’s Office, where he was served with all warrants. He was issued a $42,500 secured bond.
This investigation remains ongoing, and additional arrests are expected.

Please join us in congratulating our own Greg Vinson and Corinne McCall on their promotions to Special Agent in Charge.
Greg joined the NC Department of Insurance in 2018 as a Special Agent and was later promoted to Senior Special Agent. Prior to his service with DOI, Greg served as a Major Crimes Investigator with the Johnston County Sheriff’s Office, a Magistrate with the NC Administrative Office of the Courts, and a Probation Officer with the NC Department of Public Safety. He also proudly served in the United States Army. Greg holds a master’s degree in Operations Management from Liberty University and is a graduate of NC State University’s Law Enforcement Executive Program (LEEP). He has built a distinguished career marked by leadership, professionalism, and a commitment to public service.
Corinne joined the NC Department of Insurance in 2014 as a Special Agent and was also promoted to Senior Special Agent. Prior to her service with DOI, Corinne served as a Major Crimes Detective and Community Police Officer with the Raleigh Police Department, as well as a Probation Officer with Maricopa County Adult Probation in Arizona. During her time with DOI, she has been assigned to complex healthcare fraud cases, where she has demonstrated strong investigative skills and exceptional attention to detail. She holds a master’s degree in Education from Northern Arizona University and has built a distinguished career in both investigative and community-focused law enforcement roles.
Greg will be assigned to District 4, covering the southeastern part of the state, and Corinne will be assigned to District 2, covering the central part of the state.

Our Special Agent Andy Manis was recently asked to serve on jury duty in McDowell County, but this was no ordinary assignment!
As part of an educational mock trial program, groups of middle school students worked diligently to prepare and present a case under the supervision of a presiding judge. Jury members were tasked with following the judge’s instructions and deliberating based solely on the testimony and evidence presented before them.
Through this hands-on experience, students gained a firsthand look at how the judicial process works while learning directly from community leaders serving in these important roles. Opportunities like this help bring the courtroom to life and give students an understanding of justice in action.
