Literacy Volunteers of the Eastern Panhandle Strengthening our community through adult literacy in Berkeley, Jefferson, and Morgan counties. It’s never too late to learn!

Literacy Volunteers of the Eastern Panhandle (LVEP) has been serving adults in Berkeley, Jefferson, and Morgan Counties of West Virginia since 1982. LVEP provides tutoring services for Basic Literacy and English as a Second Language (ESL) to adults living in the Eastern Panhandle. These services are provided free of charge by dedicated volunteer tutors trained in accordance with the standards set

by Literacy West Virginia and Pro-Literacy America. Through one-on-one or group sessions, LVEP tutors listen to each students’ needs to set goals, such as understanding written directions for medications, filling out job applications, managing and maintaining a checkbook, entering a GED program, or reading a book.

Thinking about becoming a U.S. citizen?

Literacy Volunteers of the Eastern Panhandle offers citizenship classes and one-on-one tutoring to help individuals prepare for naturalization. Our volunteers can also assist with the N-400 application process.

Classes are available in both Berkeley and Jefferson Counties, with options for in-person or Zoom instruction.

To apply for naturalization, individuals generally must:
✔️ Be 18 years of age or older
✔️ Have lawful permanent residency (green card holder) for 5 years, or 3 years if married to a U.S. citizen
✔️ Demonstrate good moral character (No serious crime record and adherence to tax laws)
✔️ Be able to read and write English and pass a U.S. history and civics exam
✔️ Take the Oath of Allegiance to the United States

We currently have six dedicated volunteers ready to help guide learners through the process.

They set a goal. They stayed committed. They succeeded.

This June, Berkeley, Jefferson, and Morgan County Adult Learning Centers celebrated a combined 104 students who received their high school equivalency diplomas in the 2025-2026 school year.

Each diploma represents hours of hard work, determination, and the courage to keep going, no matter the obstacles.

Congratulations to our Eastern Panhandle graduates for proving that it's never too late to learn, grow, and achieve something extraordinary. We are incredibly proud of each and every one of you!

We also want to recognize the amazing volunteers who dedicated their time to tutoring, mentoring, encouraging, and supporting these students every step of the way. Your impact reaches far beyond the classroom.

A lot of adults get really good at hiding reading problems. Life taught them early: just adapt. Keep your head down. Don't get caught.
That's why a little kindness goes such a long way. And why programs that actually welcome people, with no shame and no judgment, matter so much.

Asking for help after years of hiding is an extremely brave thing to do.

The Literacy Volunteers of the Eastern Panhandle (LVEP) is a nonprofit organization that helps individuals strengthen important life skills like reading, writing, math, computer usage, communication, and citizenship.
Many of our students are working toward meaningful goals like earning certifications, continuing their education, improving career opportunities, and building a more stable future for themselves and their families.
One way we support these efforts is through our “Building the Future” fund. This account helps cover essential expenses that students may not otherwise be able to afford, such as educational materials, testing fees, certifications, and other barriers that could prevent them from moving forward.

One goal. Four languages. Zero quitting.

Andreia arrived at the Jefferson County Adult Learning Center in 2024 with a clear and determined goal: earning her GED so she could continue her education in Graphic Design. Her journey began long before that, as a young student in Cabo Verde and then Spain.
From the moment she enrolled, Andreia dedicated herself to attending classes and meeting regularly with her LVEP tutors. If you think taking a test is hard, try taking it in your fourth language! GED isn't offered in Andreia's native Portuguese, so she had to work extra diligently to learn all the English academic vocabulary in order to pass her tests. Her steady commitment paid off when she passed her first GED exam, Language Arts, in February 2025.
Building on that momentum, Andreia successfully tackled both Science and Social Studies between April and May. As the 2025 school year wrapped up, only one subject remained—Math. She pushed forward, studying both at home and at school, and returned to JCAE in the fall ready to conquer her final challenge. Her first attempt in December didn’t earn a passing score, but Andreia was undaunted. With determination and grit, she studied for two more months and SLAYED the Math GED in February 2026.
Not stopping there, Andreia has already completed her FAFSA and submitted applications for higher education.
Let’s all applaud her exceptional hard work, perseverance, and outstanding achievement. Bravo, Andreia! 👏🎉

For many adults, improving these skills helps them feel capable in everyday life.

Making sense of a prescription label
Understanding a work schedule
Filling out a form
Reading a child a bedtime story

These may seem like small moments, but they represent big milestones that show us why adult literacy programs matter so much.
