Rocky Mountains. A well-worn hiking trail leads to its top where a wonderful panoramic view rewards those who make the climb. Reports of gold from Custer's 1874 Expedition brought thousands of miners into the Black Hills over the next few years. Laramie Treaty with the Sioux Nation, small mining camps sprang up in the Black Hills; many in what would become Pennington County. In 1875, Pennington County was formed. Pennington, the governor of the Dakota Territory at that time. The first county seat was located at a mining camp called Sheridan. Sheridan and Pennington County, SD hold the distinction of hosting the first Federal Court west of the Missouri River. In 1878, the county seat moved to Rapid City. Sheridan eventually became a ghost town and in 1939 a dam was built covering the former county seat with what is now Sheridan Lake. In 1927, with the dedication speech by President Calvin Coolidge, the work on Mt. Rushmore began. A dream that began in 1923 with Doane Robinson, superintendent of the South Dakota State Historical Society, was now a reality. Sculptor Gutzon Borglum started the work of art that would bring visitors from around the world to the granite cliff known as Mt. Rushmore in Pennington County, South Dakota. The work he began that day would consume the last 14 years of his life. Borglum’s selections for the Mt. Rushmore monument include George Washington, the nation’s first president and the “father of our country”, Thomas Jefferson who envisioned a United States spanning from coast to coast, Abraham Lincoln “the Great Emancipator” who steered our country through the Civil War and Theodore “Teddy” Roosevelt, who Borglum saw as the embodiment of the American spirit. On October 31, 1941, the work on the sculpture was done. Located in Pennington County just east of Rapid City, Rapid City Army Air Base was established in 1942 to train B-17 crews. In 1947, after World War II, the base became the Rapid City Air Force Base for the B-29 Superfortress. In the following years, renamed in memory of Brig Gen Richard E. Ellsworth, Ellsworth AFB evolved with the country’s strategic needs. During the Cold War, it became known as the “Showplace of SAC”. It has been home to the B-36, B-52, Strategic Missile Wing and B-1B.

The Pennington County Highway Department is hosting its third annual Road and Rescue Experience on Thursday, September 10 from 4–7 PM at 3601 Cambell Street in Rapid City.

This free, family-friendly event is your chance to explore the heavy equipment and emergency vehicles used to keep our communities safe and connected. Kids and adults alike can climb into the driver's seat, meet the crews, and learn about the essential work these teams do every day.

You'll see equipment and personnel from:
- Pennington County Highway Department
- Pennington County Sheriff's Office
- Pennington County Search and Rescue
- Local fire departments

Food trucks will be on-site, and no registration is required. Bring the whole family and experience a behind-the-scenes look at the people and machinery that serve Pennington County!

Treasurer's Office is Now Able to Accept Property Tax Payments in Person

Pennington County has restored internal access to real estate records; however, public online access and online payment portals remain unavailable at this time.

The Treasurer’s Office is currently receiving all tax payments in person. For convenience, the property tax drop box located at 900 Concourse Drive, just inside the rightmost automatic doors at the front of the building, is available for deposits from 7 a.m. - 4 p.m. Monday - Friday. If you require a return receipt, please clearly indicate this request on your payment.

Visitors are being waited on in a first-come, first-served basis as the queue system is still unavailable.

Pennington County Commissioners Address the Cybersecurity Incident

The Pennington County Board of Commissioners recognizes the frustration many residents have experienced following the recent cybersecurity incident affecting county operations and wants the public to know that restoring all county services remains a top priority.

"We know this has been frustrating, and we want our residents to know that we hear them," said Commission Chair Ron Weifenbach. "Even with limited access to some of our technology, most county services are now available again because our department heads and employees have found creative ways to adapt and continue serving the public."

While some services continue to experience temporary interruptions, county departments continue adapting their operations to meet the needs of residents whenever possible. Many county services remain available in one capacity or another. Residents can find the latest information on available county services by visiting the Pennington County website at https://www.pennco.org/index.php?rz=newsDetails&id=229

County staff continues working to safely restore all county systems while maintaining as many services as possible. The Board of Commissioners remains optimistic that additional services will continue coming back online as recovery efforts progress.

"Our Information Technology team has been working around the clock to restore our systems safely and securely, and we appreciate the expertise and support of our local, state, and federal partners assisting in this effort," Weifenbach said. "We appreciate the patience and understanding our community has shown throughout this process, and we look forward to restoring full services as soon as it is safe to do so."

The Pennington County Board of Commissioners remains committed to keeping the public informed as recovery efforts continue and will provide additional updates as information becomes available.

As Pennington County continues responding to the recent cybersecurity incident, County departments are finding innovative ways to continue serving the public. All County offices remain open and operational, although there are a few services that remain limited, and processing times may be longer than usual as systems are safely restored.

Please note: County email remains unavailable; however, County phone lines are operational.

Treasurer's Office | Motor Vehicle
- The Treasurer's Office is once again processing motor vehicle transactions and accepting all forms of payment. Due to ongoing system limitations, the office currently has four to six processing stations available at any given time, compared to nine under normal operations. Transactions are being processed, but customers should expect longer wait times.
- To help expedite service, only transactions that have been reviewed and determined to be complete will be moved to the processing line.
- All completed transactions from last week that required next-day pickup are expected to be distributed by Wednesday of this week.
- All vehicle registration renewal requests received by mail have been processed and mailed back to customers as of Thursday, July 23.
- Residents are encouraged to use the self-service kiosks or the State's online portal at My605Drive.sd.gov whenever possible for eligible registrations and other transactions. Those services remain fully operational and can help reduce wait times.

Treasurer's Office | Real Estate
- At this time, there are no new updates regarding the real estate program.
- The queue system will be reevaluated once both the real estate and motor vehicle systems are fully operational. Until then, customers will be served on a first-come, first-served basis.
- Payments accepted are cash, checks, or credit cards with proper ID.

Auditor's Office
- Early voting is available at the Pennington County Administration Building today until 5 p.m. Tomorrow is Election Day, and voters should report to their assigned polling location to cast their ballots.
- The office is currently unable to process lien payments.

Register of Deeds
- The Register of Deeds Office is now processing requests for vital records. Records also remain available online through VitalChek.com or by calling 605-773-4961.
- The office is accepting real estate recordings; however, those documents cannot be fully processed until systems are restored.

Planning & Zoning
- The department continues providing its normal services, although some processes may take longer than usual.

Board of Commissioners
- County Commission meetings will continue as scheduled.
- Meetings are now being live-streamed; however, the quality of the stream may suffer due to technology limitations. They will also be recorded and posted as soon as systems allow.


County Information Technology staff, together with state and federal partners, continue to make progress in the investigation and remediation effort. Because the investigation remains active, we cannot comment on specific technical details. While we understand the public's desire for additional information, protecting the integrity of the investigation remains a priority. We appreciate the patience and understanding of our residents, as well as the extraordinary efforts and flexibility of County employees throughout this response.

At this time, no action is required from members of the public. If the investigation determines that protected personal information was affected, impacted individuals will be notified directly.

The Pennington County Courthouse is closed today due to heat-related and air conditioner issues. The Closure follows Friday's half-day closure of the courthouse. The chillers in the AC unit in the complex were causing issues last week and persisted into the weekend. We're still working on it today.

We thank the public for their understanding and patience. The Courthouse reopens at 8am tomorrow, Tuesday, July 21.

Rapid Valley Road Work Notice - Chip Seal Project Beginning July 20

The Pennington County Highway Department is notifying residents of upcoming chip seal operations in the Rapid Valley area beginning Monday, July 20. The project, being completed by Simon Contractors, is anticipated to continue through Friday, August 7, weather permitting.

Work will take place Monday through Friday from 7:00 a.m. to 6:00 p.m.

Residents who live on roads identified for chip seal work are asked to remove all vehicles, trailers, campers, and other items from the roadway before work begins. Vehicles left on affected roadways will be towed at the owner's expense to allow construction crews to safely and efficiently complete the project.

Simon Contractors will mail notices to affected residents and will also conduct door-to-door outreach on roads scheduled for construction to help ensure residents are aware of the upcoming work.

Chip sealing is a preventative maintenance treatment that extends the life of roadways by sealing the pavement surface, improving skid resistance, and protecting against weather-related deterioration.

"We appreciate the cooperation and patience of our residents while this important maintenance work is underway," said Joe Miller, Pennington County Highway Superintendent. "Making sure vehicles are removed from the roadway before crews arrive helps keep the project on schedule, improves safety for everyone involved, and allows us to complete the work as efficiently as possible."

The Pennington County Highway Department apologizes for the temporary inconvenience and appreciates the public's cooperation as crews work to improve the safety, durability, and longevity of neighborhood roads.
