Village of Rapids City Rapids City is located in the eastern Illinois portion of the Quad City metropolitan area along the beautiful banks of the Mississippi River.

Located at the upper end of the Rock Island Rapids, Rapids City grew around the site of a grist and saw mill. Laid out in 1838 and incorporated in 1875, the village boomed during the 1870's through the 1880's. Because of neighboring coal mines during this period, grocery and dry goods stores, a blacksmith shop, a restaurant, hotel, millinery and shoe store provided services for miners, farmers, an

d their families. Charles Shuler operated the Rapids City Coal Mining Company during the 1880's. Modern day Rapids City is located in the eastern portion of the Quad City metropolitan area along the banks of the Mississippi river in northwestern Illinois. It is a part of Rock Island County and is situated where Interstate 80 crosses into Iowa. Rapids City's land area equals 960 acres with a perimeter boundary just under 6 miles. The current population of 960 citizens is growing due to increased housing starts in new subdivisions.

The Illinois Department of Transportation announced today that weather permitting, work on the Interstate 74 and John Deere Road (Illinois 5) interchange in Moline will begin Monday, Aug. 24. The work zone is on I-74 from south of 27th Street to north of the Rock River, and on John Deere Road between 16th and 38th streets.

Work will prepare I-74 and John Deere Road for a project to reconstruct the interchange in 2027. Improvements include shoulder reconstruction, drainage work, installation of temporary lighting and Intelligent Transportation Systems upgrades.

Construction will be done in the following phases to maintain traffic and minimize disruptions.

Stage 1

There will be overnight lane closures on portions of I-74 and John Deere Road. At least one lane in each direction will be open at all times. Conducting this work overnight allows construction activities to occur while reducing impacts during peak travel hours.

Stages 2 and 3

Work will transition to daytime operations following completion of Stage 1. During these phases, traffic will continue to be maintained on both I-74 and John Deere Road, but the following temporary ramp closures will be necessary as construction progresses.

The ramp from westbound John Deere Road to westbound I-74 toward Iowa will be closed during Stage 2.
The ramp from eastbound John Deere Road to westbound I-74 toward Iowa will be closed during Stage 3.
Access for local traffic and emergency responders will be maintained throughout construction, and signed detour routes will be provided whenever ramp closures are in effect. This $8.9 million project will be completed by Nov. 30.

Full construction will begin in 2027 and will include the following improvements:

Reconstruct the existing cloverleaf interchange with a diverging-diamond interchange. This interchange will increase safety and mobility by reducing the number of conflict points between vehicles, eliminating the weaving conditions along I-74 and eliminating speed differentials associated with weaving, thus improving operations.
Reconstruct I-74 from two to three lanes in each direction between 27th Street and the Rock River. Work includes replacing the bridges over 38th Avenue.
Reconstruct John Deere Road from 16th Street to 38th Street.
Reconstruct 27th Street from just south of John Deere Road to just north of 38th Avenue.
Reconstruct 36th/38th avenues from just west of 27th Street to just east of I-74.
Additional improvements include drainage improvements, new signing, new landscaping and adding a shared use path at various locations.

Illinois EPA Director James Jennings is announcing Fall Household Hazardous Waste (HHW) one-day collection events that will be held in eight communities throughout Illinois. These collection events are co-sponsored by units of local government and provide residents the opportunity to safely dispose of unused or leftover hazardous products commonly found in homes at no cost.
Our local HHW event will be held on October 10, 2026 at the Rock Island County Fairground in East Moline. The event is Co-Sponsored by Rock Island County Waste Management Agency.
Illinois EPA provides the following tips to safely transport household hazardous waste:
• Pack HHW items in a disposable box to avoid spilling during transport.
• Keep like chemicals together and separate unlike chemicals.
• Secure lids and make sure containers are not leaking.
• Place box(es) in the empty trunk or storage compartment of your vehicle, away from passengers.
• Remain in vehicle at the collection site. On-site personnel will remove the HHW from your vehicle.
