In 1905, prominent businessman Charles Banks purchased the North Mound Bayou area.
As a leader in the National Negro Business League (NNBL), he laid out the street grid and named the avenues after himself and his notable contemporaries in the Black business and civil rights
The streets he named include:
Banks Street (named after himself)
Washington Street (named for Booker T. Washington)
Fortune Street (named for T. Thomas Fortune, prominent journalist and civil rights activist)
Scott Street (named for Emmett J. Scott, Booker T. Washington’s chief lieutenant and NNBL secretary)
Moore Street (named for Fred R. Moore, journalist and NNBL treasurer)
