NEWS: “For many years, Palm Avenue Detox has been a steadfast open door for those ready to walk the recovery path,” said Jean Perry, chair of the San Mateo County Behavioral Health Commission. “The door is always open, no matter how many times they may need to return.”

Horizon Treatment Services’ Palm Avenue Detox received the 2026 David Lewis Award at the Behavioral Health Commission meeting on September 2. The award recognizes programs and individuals who have made a significant contribution to substance use recovery through successful programs, community education, stigma reduction or client advocacy.

Palm Avenue Detox is a clinically managed, 22-bed program in San Mateo serving men, women, and transgender and non-binary adults with substance use and co-occurring behavioral health disorders.

The award is named for David Lewis, a longtime San Mateo County Health employee who co-founded Free at Last in East Palo Alto.

NEWS: The State has formally acknowledged the broken vehicle license fee funding mechanism that shorts the County of San Mateo and its 20 cities hundreds of millions of dollars a year. County leaders say that acknowledgment is progress, but it is not a solution.

This year’s state budget trailer bill, AB 184, states the Legislature’s intent to work with San Mateo, Mono and Alpine counties, their cities and other affected jurisdictions on a mutually agreeable fix beginning in FY 2027-28, extending statewide to any jurisdiction facing similar losses in the future.

The shortfall nearly doubled in a single year, from roughly $119 million in FY 2024-25 to about $226 million in FY 2025-26. If left unresolved, the county stands to lose more than $1 billion by 2030.

“Intent language does not restore a single dollar of funding to the communities that are owed it,” said Supervisor Jackie Speier. “Our communities need certainty, and they need it now.”

NEWS: “Our coastline is not a resource to be extracted and discarded; it’s our home, our economy and our enduring legacy.” Supervisor Ray Mueller testified before federal officials this month in support of California’s Coastal Management Program. Supervisors Ray Mueller and Jackie Speier are urging federal officials to preserve California’s authority to protect its coastline.

The program gives the state a role in reviewing activities that may affect coastal resources, including offshore oil and gas development, pipeline maintenance, desalination projects and undersea cables. A federal review now underway could affect that authority.The Board of Supervisors voted unanimously in January to oppose a proposed federal leasing program that identifies waters off San Mateo County for potential future oil and gas development.

Those commitments require stable, reliable funding.”

We are asking for equal treatment.” In a new CalMatters commentary, Supervisors Jackie Speier and Ray Mueller detail a broken state funding mechanism that could cost the County of San Mateo $226 million a year, the largest funding loss in the county’s modern history.

This issue extends beyond San Mateo County. Alpine and Mono counties face the same unintended flaw in how the state distributes vehicle license fee funding, and more counties could be affected in the future if the issue isn’t permanently resolved.

Every other county in California receives this funding, more than $12 billion a year statewide, without question. Without a fix, the shortfall equates to roughly 1,000 county and city jobs and could mean reduced emergency response, behavioral health services, and housing support.
