Everyone is touched by someone with a developmental disability. On the November 8, 2016 ballot, residents voted to create a developmental disability board for Stone County, Missouri. Here is why it matters to our community and its citizens:
Developmental disabilities (DD) begin before age 22, usually last throughout a person’s lifetime and can cause problems with major life activities such as lang

uage, mobility, learning self-help, and independent living. With supports in place, people with DD can live happy, productive and engaged lives. Developmental disabilities are conditions like AUTISM SPECTRUM DISORDER, CEREBRAL PALSY, DOWNS SYNDROME, TRAUMATIC BRAIN INJURY and INTELLECTUAL DISABILITIES. A developmental disability board allows for a county to collect a small county-wide property tax for the establishment of those supports–ranging from employment services, therapeutic services, respite care for families, children’s services, transportation and a day program. These services are much-needed for the families and caregivers of those with DD in our county. The provision of these services to Stone County residents will cost approximately $19 per home/land owner (based on an average assessed value of $100,000) per year.

Eliminating property tax would cut funding for many important community services, including disability services through SCDDB.

Changes are underway that could affect local funding across Missouri. Property tax cap questions will appear on the April ballots in 97 Missouri counties, giving voters the chance to decide whether limits on property tax growth should be adopted.

Property taxes are a key funding source for essential community services, including public safety, schools, libraries, roads, and supports provided by county developmental disability boards. It is important that voters understand what is being proposed and how local services are funded. Decisions made at the ballot box will shape the future of local programs and supports.

The Stone County DD Board is the SB40 board for Stone County! We also provide other Medicaid-funded services in Taney and Ozark counties.

Local county SB40 Boards are important because they allow communities to decide what support looks like locally. Every county is different. Some SB40 Boards fund transportation. Some support vocational programs or employment services. Others prioritize case management, in-home supports, therapies, housing supports, or early intervention.

What makes county SB40 funding so powerful is that it’s flexible and community driven. The funding stays local, and decisions are made based on the needs of the people who actually live there. There is no one size fits all approach and that is the point.

SB40 gives communities the ability to build supports that make sense for their families, their workforce, and their future.
