A sweeping housing bill is nearing a final Senate vote after lawmakers voted 89-9 to advance it Tuesday. The 21st Century Road to Housing Act would force build-for-rent community owners to sell their properties within seven years and bar large institutional investors, defined as those owning at least 350 single-family homes, from purchasing new ones.
