Director Dr. Ahmad Al Kamali participated as a speaker in the Fireside Chat on Climate Change and Resource Security, organised by the Anwar Gargash Diplomatic Academy (AGDA) in Abu Dhabi and moderated by Moustafa Bayoumi, Research Fellow at the Academy.

The session brought together climate experts, diplomats and policy leaders to discuss how climate change is shaping global security, resource availability and foreign policy priorities, including water scarcity, as part of AGDA’s capacity-building programs on environmental issues.

Dr. Al Kamali’s participation offered an opportunity to share UAEREP’s perspective on rain enhancement as one approach to strengthening water security, and to engage with the international policy and diplomatic community.

Holding water and moving water are not the same thing.

Porosity describes the open spaces within soil and rock where water can be stored. Permeability describes how easily that water can move through connected spaces. Together, they help determine the path water takes beneath the surface.

Understanding that path helps place UAEREP’s work in a wider context: from enhancing rainfall to understanding where that water can go next.

The journey below is shaped by a landscape we rarely see.

As water percolates beneath the surface, the porosity and permeability of soil, sediment and rock influence how much water can be held and how easily it can move. These geological characteristics help determine whether water continues deeper towards groundwater reserves.

Following rainfall beyond the cloud helps us connect rain enhancement to the wider journey of water and its potential contribution to water security.

Today marks the International Day for Disaster Risk Reduction, observed this year under the theme “Resilience Starts at Home.”

Water scarcity and drought are among the risks that shape household and community resilience, and understanding rainfall variability is part of preparing for them. ’s research into rain enhancement science works to strengthen the evidence base for how additional rainfall can support water security where it is needed most.

Sound science and sustained observation remain the foundation for turning risk awareness into meaningful action, from the household to the region.

By 2030, data centers could need enough water to match the basic domestic use of 1.3 billion people, according to a UN University report. Most of that demand traces back to cooling, keeping servers running around the clock takes a steady water supply, and that need keeps climbing alongside computing demand.

Rain enhancement may augment data center water supply, only where rainwater harvesting infrastructure and transmission is already in place and utilized as part of the water supply. Big tech has been seeing the potential, with several major cloud providers now using retention ponds and on-site rainwater collection at data centers across Europe and the US, according to Scientific American. Amazon Web Services, for example, says it reached 75% of its 2030 water-positive goal using a combination of rainwater harvesting, water reuse and replenishment projects.

UAEREP is following how this conversation develops, curious where the science might reach and where its limits show up along the way.
